JOHNSON <br />Personnel Director <br />SUBJECT: AFFIRMATIVE ACTION COMMITTEE UPDATE <br />On October 26, 1993, you approved and adopted the 13 recommendations as presented in the Affirmative <br />Action Task Force Report and Recommendations. You also appointed the following individuals to an <br />Affirmative Action Committee and directed them to look at all of the recommendations and prepare <br />recommended actions for consideration by the full City Council: Councilmembers Abe Beltran, Deirdre <br />Bennett and Connie Cisneros plus Mel Albiso, Julie Biggs and me. <br />The Committee held its first meeting on November 4 and directed me to, first, prepare a draft job description <br />for Affirmative Action Officer with a proposed salary range and, second, prepare a draft plan to implement <br />the Affirmative Action Task Force's 13 recommendations and send them to the Committee by November 30 <br />for their review prior to agendizing it for full Council consideration. <br />I prepared a draft job description and salary range for Affirmative Action Officer and, after gaining approval <br />from the City Manager, placed in on the Council's agenda for December 7, 1993. No action was taken on this <br />item. The City Manager directed me to not place this back on your agenda until February, 1994, during the <br />meeting where you will be conducting the mid -year budget review. <br />After gaining approval from the City Manager, I sent the Committee a draft plan to implement the Affirmative <br />Action Task Force's 13 recommendations on November 30, 1993. The Committee held its second meeting on <br />December 6, 1993, at which time there was considerable discussion about my Affirmative Action Officer staff <br />report as well as the hiring authority of the City Manager. Mel Albiso provided the Committee with a typed <br />response to my draft plan recommendations dated December 6, 1993. There was virtually no discussion of <br />my November 30 draft. <br />Subsequent to the December 6 meeting, the City Manager instructed me to incorporate Mel's responses in my <br />draft plan and submit it to the Affirmative Action Committee for review. I have nearly completed it and will <br />shortly be forwarding it to the Committee. In response to one of Mel's recommendations, I sent a <br />memorandum to John Hutton concerning the adoption of a disadvantaged small minority women business <br />program. In addition, in response to your direction at your December 7, 1993, meeting, I recommended to <br />Ken Peterson that he contact the Purchasing Offices of other area public agencies who have active Affirmative <br />Action Programs to see if they have incorporated any Affirmative Action language in their Purchasing <br />Ordinances. <br />
