CITY OF COLTON
AGENDA REPORT
For Council Meeting of June 8, 1994
TO: • • -A: 4j14
-
COUNCIL
Community D nt Director
SUBJECT: Approve Appointment of Kathleen Donley, Secretary, to fill an DATE: 5/31/94
anticipated vacancy of the Administrative Secretary position
for the Community Development Department.
BACKGROUND:
During the Council meeting of April 22, 1994, Council adopted a hiring freeze for all City positions. One of the
exceptions to the freeze, however, was that of lateral transfers - an employee transferring from one department
to another department but maintaining the same job classification.
DISCUSSION/ANALYSIS:
The present Administrative Secretary for the Fire Department has notified Fire Chief David Hall of her intent to
retire effective June 9, 1994. Ms. Kristina Goerlich, Administrative Secretary for the Community Development
Department, has expressed an interest (in the form of a written memorandum to the Personnel Director) to fill the
Fire Department's position upon such a vacancy.
In a memorandum to Ms. Goerlich, dated May 31, 1994, Chief Hall expressed his support concerning her request
for a transfer; however, such action would create a vacancy in the Community Development Department. In order
to minimize the impacts such a vacancy would have on the Department, staff has conducted interviews with those
interested individuals currently on the Administrative Secretary eligibility list as well as an in-house employee who
has requested a lateral transfer.
FINANCIAL IMPACT:
No financial impact is anticipated.
RECOMMENDATION:
After careful consideration, staff is requesting that Council approve the appointment of Kathleen Donley, presently
classified as Secretary in the Personnel Department, to fill the Administrative Secretary's position in the Community
Development Department, if it should become vacant as it is anticipated.
TG
CITY MANAGER'S CONCURRENCE:
XWff
CITY OF COLTON
COMMUNITY DEVELOPMENT DEPARTMENT
Page 1 of 1 Item No. 5
