A fundamental reappraisal of organizational priorities is likely to "upset the apple cart" in <br />areas many will find difficult to accept. But the chief as a leader and change agent for the <br />90's must do it. <br />This is the approach I am taking to bring this department into the community oriented <br />policing philosophy. It will take time, the problems within this department did not occur <br />during the one month of my existence as chief. They have been going on for years and it <br />will take time to correct those wrongs. It cannot be done overnight. I was given a <br />unanimous 7 to 0 vote to place me into this position as chief. I was told by a certain <br />council person that I had their full support which is on record for the minutes of that <br />meeting. The council at that meeting realized that the roads would be rough and said so <br />during that council meeting. I would only hope that the support of the City Council still <br />stands and they will see that to bring this department into the 21 st century it is going to <br />take changes that will upset some personnel but in the long run it is what's best for the <br />community. <br />(-:�Z- - <br />.
