CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF JUNE 21, 1994 <br />'ru: nUNURABLE MAYOR AND <br />CITY COUNCIL <br />DATE:June 16, 1994 <br />FROM: JOHN C. HUTTON <br />Public Works Director <br />SUBJECT: AUTHORIZATION TO PROCEED WITH THE SOUTH LA CADENA <br />BEAUTIFICATION PROJECT, FINAL PHASES II AND III <br />BACKGROUND: <br />The So. La Cadena Drive Beautification Project area which consists <br />of the renovation, reconstruction and installation of all public <br />street improvements including new curbs, sidewalks, ramps, cross <br />gutters, paving, landscaping and irrigation within all corporate <br />limit areas of Colton from Interstate 10 to Interstate 215 (91) is <br />ready to proceed with bidding for construction of the final phases <br />II and III. <br />The Project which had received approvals as a locally funded Capital <br />Improvement Proj ect, partially funded by Communi ty Development Block <br />Grant Funds, fall considerably short of its original estimate <br />submitted to CDBG upon completion of its detailed engineering design <br />and scope of improvements. <br />Although funding totalling $420,000 was approved by the CBDG <br />Program, total cost of the project upon detailed analysis was <br />estimated to exceed $1.6 million for all improvements being sought. <br />Public Works was vested with the Project and with limited funding <br />available, alternative sources for funding the Project, and scoping <br />it into phases became a necessity. <br />Phase I, now completed at a cost of nearly $700,000 dollars was <br />possible due to the additional funding made available by County Host <br />City Fees, qualified due to the location of County Landfill site. <br />(Reference attached Counci 1 approved M.O. U. funding agreement <br />exhibit A) <br />Phases II and III have funding approvals by the States <br />Transportation Funding Program for $888,000.
