� <br />COf�CLUSIONS <br />Based on th�� analyses presented in the previous sections of this report, the following <br />conclusions are presented. <br />'1 . Based on a comparison of the estimated costs of operation, it appears that <br />� f the Cit 's wastewater facilities by City staff is more cost- <br />operation o y <br />effective than coritinued operation by OMI. <br />� <br />� <br />� <br />��J <br />� <br />� <br />�. Additional equipment, laboratory, and maintenance supplies will be <br />necessary for the City to assure operation of the wastewater facilities. The <br />one-time cost of these supplies is estimated to be $28,500. <br />3. The project net annual cost for the first year of operation by the City is <br />estimated to be $1,666,000 which includes a one-time cost of $28,500 for <br />supplies/equipment currently provided by OMI. The projected costs for <br />operation by OMI during the same year is $2,324,100. Therefore the City <br />would save $658,100 during the first year alone. <br />4. An evaluation of wastewater operations indicates the facilities could be <br />effectively operated with nine (9) full time equivalent (FTE) positions. These <br />positions include the Water Quality Control Inspector which is currently <br />included in the Water Utilities Divisions. <br />5. Th� current cost of compliance monitoring at the City's wastewater <br />treatment plant is estimated to cost nearly $100,000 per year. Efforts to <br />reduce this cost appear warranted. <br />6. When the RIX facilities are operational, the compliance monitoring costs <br />could be reduced by eliminating redundant monitoring. Approval by the <br />Regional Water Quality Control Board will be necessary. <br />RECOMMENDATIONS <br />'Based on the conclusions presEnted above, the following recommendations are <br />presented: <br />2. <br />3. <br />The City of Colton should assume operation of its wastewater facilities <br />when the contract with OMl expires on October 4, 1994. <br />The City should offer positions to the non-management staff of OMI who <br />are currently operating the wastewater facilities. <br />The City should initiate recammended implementation activities immediately <br />to accomplish a smooth wastewater treatment operation transition. <br />13 <br />94461 1.00 <br />
