JOINT PUBLIC HEARING <br />AGENDA REPORT (CONTINUED) <br />FOR JOINT PUBLIC HEARING OF June 21, 1994 <br />SUBJECT: RANCHO /MILL REDEVELOPMENT PROJECT AREA FINAL ENVIRONMENTAL IMPACT REPORT, <br />REDEVELOPMENT PLAN, RESPONSES TO OBJECTIONS, AND ORDINANCE ADOPTING THE PLAN <br />After certifying the EIR, the Agency may then adopt Resolution #644 which makes certain findings <br />regarding urbanization and blight as documented in the Report, and approves the Plan. <br />Council Action <br />If written objections to the Plan are received prior to or at the Joint Public Hearing, the City Council <br />must continue the hearing to a date and time for consideration of written responses to the objections. <br />At the continued hearing, the City Council adopts a resolution to approve and adopt written <br />responses and written findings to written objections. This will only be necessary if written objections <br />to the Plan are received. <br />In accordance with Sections 33363 and 33364 of the Community Redevelopment Law, the Council <br />must respond in writing to written objections received before or at the joint public hearing. The <br />written responses should describe the disposition of the issues raised and address the written <br />objections in detail, giving reasons for not accepting specified objections and suggestions. The <br />Council should include a good- faith, reasoned analysis in its response and, for this purpose, <br />conclusionary statements unsupported by factual evidence shall not suffice. No written objections <br />have been received to date. <br />However, should the City Council not receive any written objections, the City Council now considers <br />and approves a Resolution certifying the Final EIR on the Redevelopment Plan and a Resolution <br />consenting to payment by the Redevelopment Agency for certain public improvements pursuant to <br />Health and Safety Code Section 33445, and introduces an Ordinance approving and adopting the <br />Redevelopment Plan for the Rancho /Mill Redevelopment Project as the official redevelopment plan <br />of said project. <br />Financial Imaact <br />There is no financial impact in approving the previously mentioned resolutions and introducing the <br />ordinance. <br />Recommendation <br />Staff recommends that the Redevelopment Agency and the City Council waive full reading and <br />approve for first reading the ordinances and resolutions by title as follows: <br />RESOLUTION #643 -- A RESOLUTION OF THE REDEVELOPMENT AGENCY FOR THE CITY OF <br />COLTON CERTIFYING THE FINAL ENVIRONMENTAL IMPACT REPORT FOR THE RANCHO /MILL <br />REDEVELOPMENT PROJECT <br />RESOLUTION #644 -- A RESOLUTION OF THE REDEVELOPMENT AGENCY FOR THE CITY OF <br />COLTON MAKING CERTAIN FINDINGS REGARDING URBANIZATION AND BLIGHT, AND APPROVING <br />THE REDEVELOPMENT PLAN FOR THE RANCHO /MILL REDEVELOPMENT PROJECT <br />Page 2 of 3 Item No. <br />
