1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />RESOLUTION NO. 643 <br />A RESOLUTION OF THE REDEVELOPMENT AGENCY FOR THE <br />CITY OF COLTON CERTIFYING THE FINAL ENVIRONMENTAL <br />IMPACT REPORT FOR THE RANCHO /MILL REDEVELOPMENT <br />PROJECT <br />WHEREAS, the Redevelopment Agency for the City of Colton (the <br />"Agency ") has initiated the Rancho /Mill Redevelopment Project (the <br />"Project") and has f iled with the City Council of the City of Colton <br />its Report to City Council for the Rancho /Mill Redevelopment Project <br />(the "Report to City Council ") which includes the Redevelopment Plan <br />for the Rancho /Mill Redevelopment Project (the "Plan "); and <br />WHEREAS, the Planning Commission of the City of Colton has <br />approved and forwarded to the Agency its report that the proposed <br />Plan is in conformity with the General Plan of the City of Colton <br />and has recommended approval of said Plan; and <br />WHEREAS, the Draft Environmental Impact Report prepared on the <br />Plan was sent to the Planning Commission as an informational <br />document concerning the Plan; and <br />WHEREAS, all actions required to be taken by applicable law <br />related to the preparation, circulation, and review of the Draft <br />Environmental Impact Report have been taken; and <br />WHEREAS, the Agency has reviewed and considered the Final <br />Environmental Impact Report ("EIR") and the Mitigation Monitoring <br />Program with respect to the adoption of the Plan; and <br />WHEREAS, pursuant to public notice duly given, the City Council <br />and the Agency held a full and fair joint public hearing on the <br />proposed Plan and Final Environmental Impact Report on June 21, <br />1994; and <br />
