JOHNSON <br />Personnel Director <br />SUBJECT: POLICE RANK & FILE MOU - AUTHORIZATION OF CITY MANAGER TO SIGN SIDE <br />LETTER MODIFYING LIFE INSURANCE AND GRIEVANCE PROCEDURE PROVISIONS <br />BACKGROUND <br />In 1993, the City Council approved increasing City -paid term life insurance to $50,000 for employees in the <br />General, Management/Confidential, IBEW and Firefighter Units. The Police Rank & File Unit employees <br />currently receive $20,000 in term life insurance. <br />The Police Rank & File Unit representatives have requested binding arbitration as the final step for disciplinary <br />appeals of suspensions exceeding 24 hours, demotions and dismissals as well as for the grievance procedure. <br />The Council has approved similar provisions in the IBEW MOU. Such provisions would provide quicker <br />resolution of appeals and grievances. <br />FISCAL IMPACT <br />The added annual cost for the increased life insurance would be approximately $700. Sufficient funds are in <br />the current Police Department budget to cover this added cost. There could be significant cost reductions by <br />using binding arbitration since it would remove the need for outside counsel to advise the Civil Service Board <br />and could reduce overtime costs for employees who are called to testify as witnesses since arbitration hearings <br />are generally scheduled during employees' normal workday rather than after hours. <br />RECOMMENDATION <br />Staff recommends that Council authorize the City Manager to sign the attached side letter modifying the Police <br />Rank & File MOU effective April 1, 1994. <br />Concur <br />Acif�Manager <br />Attachment <br />C: PR&FSLTR <br />
