CITY OF COLTON
U ,,,,p °1 ey'
AGENDA REPORT 1887 •
a l fot"
For Council Meeting of March 15, 1994
TO: HONORABLE MAYOR AND ITY COUNCIL DATE: February 22, 1994
FROM: GORDON R. JOHNSON
Personnel Director
SUBJECT: POLICE RANK & FILE MOU - AUTHORIZATION OF CITY MANAGER TO SIGN SIDE
LETTER MODIFYING LIFE INSURANCE AND GRIEVANCE PROCEDURE PROVISIONS
BACKGROUND
In 1993, the City Council approved increasing City -paid term life insurance to $50,000 for employees in the
General, Management/Confidential, IBEW and Firefighter Units. The Police Rank & File Unit employees
currently receive $20,000 in term life insurance.
The Police Rank & File Unit representatives have requested binding arbitration as the final step for disciplinary
appeals of suspensions exceeding 24 hours, demotions and dismissals as well as for the grievance procedure.
The Council has approved similar provisions in the IBEW MOU. Such provisions would provide quicker
resolution of appeals and grievances.
FISCAL IMPACT
The added annual cost for the increased life insurance would be approximately $700. Sufficient funds are in
the current Police Department budget to cover this added cost. There could be significant cost reductions by
using binding arbitration since it would remove the need for outside counsel to advise the Civil Service Board
and could reduce overtime costs for employees who are called to testify as witnesses since arbitration hearings
are generally scheduled during employees' normal workday rather than after hours.
RECOMMENDATION
Staff recommends that Council authorize the City Manager to sign the attached side letter modifying the Police
Rank & File MOU effective April 1, 1994.
Concur
AcifManager
Attachment
C: PR&FSLTR
