CITY OF COLTON `,Iopr90r4atoo, AGENDA REPORT 1887 OWN-*. a If o1� For Council Meeting of March 15, 1994 TO: HONORABLE MAYOR AND CITY COUNCIL DATE: March 8, 1994 FROM: JOHN HUTTON Public Works Director SUBJECT: ASSEMBLY BILL 3001 MANDATES JURISDICTION TO INCORPORATE INTO THE SRRE ;DOCUMENT A NONDISPOSAL FACILITY ELEMENT - INFORMATION REPORT, NO ACTION REQUIRED BACKGROUND Assembly Bill 3001 (PRC Sections 41730-41736) separated nondisposal facilities from the siting element and created the Nondisposal Facility Element (NDFE). Each city and county must prepare an NDFE for the Countywide Integrated Waste Management Plan (CIWMP). The NDFE will be incorporated into each jurisdiction's Source Reduction and Recycling Element ( SRRE ) at the five year revision period (1995). The City of Colton is required to submit their locally adopted Source Reduction and Recycling Element (SRRE) and the NDFE on or before August 31, 1994. The NDFE needs to identify all existing, expansion of existing, and proposed nondisposal facilities located within the City or County which recover for reuse or recycling at least five percent of the total volume of material received by the facility. A Nondisposal Facility is any solid waste facility required to obtain a permit pursuant to Article 1 (commencing with Section 44001) of Chapter 3 Part 4, except a disposal facility or a transformation facility. (See attachments) DISCUSSION Staff has obtained facility information from LEA and is gathering the necessary information to prepare the DRAFT NDFE. A draft copy must be ready for the County on or before March 30, 1994. The NDFE will be put on the April 21, 1994 SWAT meeting. SWAT has 90 days to review and make comments.
