CITY OF COLTON <br />`,Iopr90r4atoo, <br />AGENDA REPORT 1887 <br />OWN-*. <br />a If o1� <br />For Council Meeting of March 15, 1994 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />DATE: March 8, 1994 <br />FROM: JOHN HUTTON <br />Public Works Director <br />SUBJECT: ASSEMBLY BILL 3001 MANDATES JURISDICTION TO INCORPORATE INTO THE <br />SRRE ;DOCUMENT A NONDISPOSAL FACILITY ELEMENT - INFORMATION REPORT, <br />NO ACTION REQUIRED <br />BACKGROUND <br />Assembly Bill 3001 (PRC Sections 41730-41736) separated nondisposal <br />facilities from the siting element and created the Nondisposal Facility <br />Element (NDFE). Each city and county must prepare an NDFE for the Countywide <br />Integrated Waste Management Plan (CIWMP). The NDFE will be incorporated into <br />each jurisdiction's Source Reduction and Recycling Element ( SRRE ) at the five <br />year revision period (1995). The City of Colton is required to submit their <br />locally adopted Source Reduction and Recycling Element (SRRE) and the NDFE on <br />or before August 31, 1994. <br />The NDFE needs to identify all existing, expansion of existing, and proposed <br />nondisposal facilities located within the City or County which recover for <br />reuse or recycling at least five percent of the total volume of material <br />received by the facility. A Nondisposal Facility is any solid waste facility <br />required to obtain a permit pursuant to Article 1 (commencing with Section <br />44001) of Chapter 3 Part 4, except a disposal facility or a transformation <br />facility. (See attachments) <br />DISCUSSION <br />Staff has obtained facility information from LEA and is gathering the <br />necessary information to prepare the DRAFT NDFE. A draft copy must be ready <br />for the County on or before March 30, 1994. The NDFE will be put on the <br />April 21, 1994 SWAT meeting.
