CITY OF COLTON <br />AGENDA REPORT (Continued) <br />FOR COUNCIL MEETING OF MARCH 15, 1994 <br />SUBJECT: Discussion of Pro -ration of Dog Licenses <br />In July 1990, Colton's dog licensing was down by 28 licenses from the <br />previous year. After an additional animal control officer was hired in <br />Police Services to handle licensing the licensing effort increased. By <br />July, 1991, the licenses had numbered 241 over the previous year. Then <br />again in 1992 licenses grew by another 150. <br />FINANCIAL IMPACT: <br />Currently, animal control employs two full time animal control officers and <br />uses 5% of the customer services cashiers' time. This 5% increases in May <br />and June to approximately 30%. Other costs of the operation include <br />printing costs, computer and other overhead expenses, bringing the budgeted <br />total for 93-94 to $132,859. This to be offset by this year's budgeted <br />revenue of $35,000 which at February, 1994 has only reached $16,627. <br />Staff anticipates that unrealized revenue to the City of $67,000 could be <br />recognized, by bringing Colton's apprehension fee into alignment with the <br />surrounding jurisdictions and increasing enforcement in the City. One <br />Possibility could be to do an annual sweep using temporary employees. The <br />added revenue would more than offset the additional wages and allow the <br />City to recover costs spent on enforcing and maintaining the licensing <br />process. Further, this would allow Council the option to revisit pro- <br />rating new dog license fees within the City of Colton. <br />RECOMMENDATION: <br />Staff awaits further direction from Council on the dog licensing issue. <br />1, <br />City Manager's Concurrence <br />AD/bjw <br />Item No. <br />
