By its application, TCI seeks to upgrade an existing <br />medical waste incineration business by installing a 400 pound per hour medical waste <br />incinerator. The testimony presented to the Planning Commission and other evidence and <br />information before it overwhelmingly supported the application. Accordingly, it was <br />unreasonable for the Planning Commission to vote to deny the application. The specific <br />grounds for the appeal are as follows: <br />1. The project is to upgrade an existing medical waste business, now <br />consisting of 3 small medical waste incinerators and two steam sterilizers. TCI seeks <br />approval to install a new 400 pound an hour state-of-the-art medical waste incinerator. <br />TCI seeks to remove one of three 100 pound an hour incinerators it currently <br />operates, and use its other two existing incinerators as back-up for non-medical waste, <br />such as confidential documents. If the City of Colton denies the application, TCI has <br />a CUP from the City of Colton and all other required permits from the Department of <br />Health Services and the South Coast Air Quality Management District, to continue in <br />business with the three existing incinerators for non-regulated waste.
