CITY OF COLTON <br />AGENDA REPORT <br />For Counci I Meeting of May 17 , 19 9 4 <br />TO: Honorable Mayor and City Council <br />FROM: DAVID MICHAEL DAVIS, CITY LIBRARIAN <br />AUTHORIZATION TO APPLY FOR CALIFORNIA LIBRARY <br />SUBJECT: SERVICES ACT (CLSA) "CALIFORNIA LITERACY Date: April 28, 1994 <br />CAMPAIGN" GRANT (APPROXIMATELY $17,000) FOR <br />FY 94-95 <br />BACKGROUND <br />The Colton Public Library is eligible to apply for CLSA funding in the <br />amount of approximately $17,000 from the California State Library for <br />FY 94-95. If awarded, this will be the seventh year the Colton Public <br />Library will receive "California Literacy Campaign" funding. This <br />year, the state will match a yet to be a specified amount for each <br />local dollar allocated towards literacy and, in addition, the state <br />will include as part of the match any other state and federal grant <br />dollars Colton Public Library has been awarded. Last year, the match <br />was approximately $1 state CLSA for every $4.75 local, state, and <br />federal. If the match remains similar and we are awarded funding, we <br />would receive approximately $17,000 this year. Funds will be utilized <br />for office supplies, special tutorial supplies, promotional materials, <br />staff training, the purchase of books, audiovisual, and computer <br />materials. <br />STATEMENT OF THE PROBLEM <br />The Colton Public Library recognizes that a continuing demand exists <br />for one-to-one instruction in basic reading and writing skills for <br />adults. According to the California Department of Education, 200 of <br />the adult population 16 years and older cannot read. This is the <br />population that the Colton Public �-- braryls literacy program seeks to <br />serve. <br />ALTERNATIVE <br />Without such grant funding, a literacy program of such dimensions <br />could only otherwise be continued with the city's general fund. <br />FINANCIAL IMPACT <br />None. General fund monies already allocated as part of the Library's <br />FY 94-95 budget will be used to establish the match figure as well as <br />other state and federal grant do tars awarded. Should local, state, or <br />federal funding increase or decre<.se over the course of FY 94-95, the <br />CLSA grant amount would change p )portionately. <br />RECOMMENDATION <br />Staff recommends that Council authorize the city to apply for CLSA <br />funding in the amount of approxirnat, .ly $17,000 for FY 94-95.
