CITY OF COLTON
AGENDA REPORT
For Council Meeting of May 17 , 19 9 4
TO: Honorable Mayor and City Council
FROM: DAVID MICHAEL DAVIS, CITY LIBRARIAN
SUBJECT: SUBMISSION OF CALIFORNIA DEPARTMENT OF Date: April 28, 1994
EDUCATION LOCAL ASSISTANCE GRANT IN THE
AMOUNT OF $3,000
BACKGROUND
The Colton Public Library is eligible to apply for a continuation
of a California Department of Education Local Assistance Grant in
the amount of approximately $3,000. These funds will be used to
supplement the library's current literacy services. Eligible
activities include: (1) purchase of supplementary instructional
materials and supplies, (2) in-service training for personnel, and
(3) counseling and guidance services.
STATEMENT OF THE PROBLEM
The Colton Public Library recognizes that a continuing demand exists
for one-to-one instruction in basic reading and writing skills for
adults. According to the California Department of Education, 200 of
the adult population 16 years and older cannot read. This is the
population that the Colton Public Library's literacy program seeks
to serve.
ALTERNATIVES
Without grant funding, such a program can only otherwise be continued
with the city's general fund.
FINANCIAL IMPACT
This is a no -obligation item to the city. No local matching funds are
required.
RECOMMENDATION
Staff recommends that Council authorize the city to submit a
California Department of Education Local Assistance Grant in the
amount of approximately $3,000. The Colton Public Library Board
of Trustees has reviewed this matter and concurs with this j
recommendation.
City Manager's Concurrence f
Attachments:
R jr A #9
Page 1 of
 T
Item No.
