CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of October 18, 1994 <br />TO: Honorable Mayor, City Council, and City Manager <br />FROM: Thomas K. Clarke, Electric Utility Director - DATE: 10/11/94 <br />SUBJECT: APPROVAL TO PROCEED WITH HABITAT REPLACEMENT <br />PLAN TO MITIGATE ENVIRONMENTAL IMPACT CONCERNS <br />OF THE U.S. FISH AND WILDLIFE SERVICE DUE TO SITE <br />IMPROVEMENT FOR NEW SUBSTATION AND TRANSMISSION <br />LINE AT PEPPER STREET EXTENSION <br />BACKGROUND <br />On August 16, 1994, City Council approved and authorized the Electric Department to acquire a <br />new substation site (approximately 2.44 acres) from Ca1Mat Properties, Inc., (Ca1Mat). The <br />Department prepared the Environmental Impact Report and received a Negative Declaration for <br />construction of the transmission line, substation, and distribution line. <br />STATEMENT OF THE PROBLEM <br />The U. S. Fish and Wildlife Service is asking us to prepare and submit an incidental take permit <br />application which primarily consists of the development of a Habitat Conservation Plan (HCP) as <br />a mitigation measure. <br />The Department has to make an additional purchase of up to 7.6 acres for the HCP. The <br />Department has this option available due to a previous agreement with CalMat. <br />ALTERNATIVES <br />Black & Veatch, the consultant, reviewed the alternative sites for the substation and none were <br />found at a lower total cost. <br />Page 1 of 2 Item No. Pi <br />
