EXHIBIT A <br />DESCRIPTION OF PROJECT <br />The Electric Utility for the City of Colton intends to make certain capital additions to the electric <br />system to serve exiting and new electrical loads on the west side of the City. It is the intent of the <br />Utility to fund these specific additions with proceeds from the sale of electric revenue bonds. The <br />additions generally consist of a 66 kiloVolt transmission loop of approximately 5 miles linking <br />existing substations, a new electric distribution substation with an initial nominal design capacity <br />rating of up to 100 MVA, and approximately 2 miles of underground distribution facilities. The <br />capital improvements will include, but are not limited to: the costs of materials and supplies; the <br />costs of land acquisition for facilities siting and rights-of-way; construction, design, and <br />engineering; and ancillary costs associated with projects of this type. <br />
