CITY OF COLTON `�ooraoratts x <br />1887 <br />AGENDA REPORT 4p f. <br />For Council Meeting of SEPTEMBER 6, 1994 <br />TO: HONORABLE MAYOR AND CITY COUNCIL DATE: August 18, 1994 <br />FROM: JOHN HUTTON <br />Public Works Director <br />SUBJECT: APPROVAL OF DISADVANTAGE BUSINESS PROGRAM FROM OCTOBER 11 1994 TO <br />SEPTEMBER 30, 1995 <br />BACKGROUND: <br />In 1984 Council adopted the DB Program and must re -approve the program each <br />year. Current regulations of the U.S. Department of Transportation require <br />any local agency receiving Federal -Aid Funds to adopt a DB Program. This <br />Program must be adopted and approved by the Federal Highway Administration <br />(FHWA) prior to advertising for bids. <br />DISCUSSION: <br />The Program provides, in general, that a certain percentage of the prime <br />contracts will be awarded.to disadvantaged business. For FY92-93 a minimal <br />goal of 10% for participation by DB has been established. It is required <br />that a Liaison Officer be designated to handle administrative duties as <br />stipulated in the Program. The Program designates John C. Hutton, Director <br />of Public Works, as the Liaison Officer. <br />The regulations of the U.S. Department of Transportation state that notice <br />relating to the DB Program shall be published in both minority and majority <br />local media. This notice will inform the public that the City will accept <br />comments for informational purposes only, for 45 days from the date of the <br />notice. <br />FINANCIAL IMPACT <br />Without adoption of the DB Program, the City will not be eligible for <br />Federal -Aid funds. <br />RECOMMENDATION: <br />Staff recommends that Council adopt the attached Resolution for the <br />disadvantaged Business Program (DB). <br />City Manager's Concurrence: 4V4 <br />Attachments: 1 <br />B MEAGEN <br />0,em <br />gra, ao <br />
