Clarke, Acting Electric Utility Director DATE: 09/10/94 <br />SUBJECT: APPROVAL OF INCREASE TO PHASE ONE PURCHASE ORDER <br />FROM BLACK & VEATCH FOR PLANNING AND ENGINEERING <br />SERVICES FOR NEW SUBSTATION, TRANSMISSION AND <br />DISTRIBUTION LINES <br />BACKGROUND <br />On May 18, 1993, the City Council awarded the contract to Black & Veatch, a consulting firm, for <br />consultation, engineering, and construction management services for a new substation, <br />transmission and distribution lines. The work plan and proposal are divided into three phases. <br />Phases 1 and 3 are planning and support services, and the construction, engineering, and <br />management services, respectively. Based on an estimated cost, the City issued the purchase order <br />for Phase I in the amount of $276,000. All billings under Phase I are paid on an actual work basis. <br />STATEMENT OF THE PROBLEM <br />Due to extensive negotiations with CalMat Properties Company and other property owners for <br />acquisition of the substation site, transmission and distribution lines right-of-ways and easements, <br />negotiations with Southern California Edison Company and others, various survey work, and to <br />prepare some documents to comply with regulatory and environmental issues, the cost under Phase <br />I will increase by approximately $135,000 to complete the planning section of the project. <br />ALTERNATIVES <br />The City could hire additional staff to complete the task and tenninate part of the contract with <br />Black & Veatch, but the necessary planning for a new substation and transmission line is a one- <br />time operation so this would not be cost-effective. <br />Page 1 of 2 Item No. <br />
