To: Mayor and Council <br />From: Councilmember Deirdre Bennett <br />Date: March 26, 1997 <br />Subject: Manuel of Procedures <br />I would like to suggest that the City Council set for discussion at a regular Council <br />meeting the following items: <br />MAR 2 6' 1997 <br />i ITY Or COLT ON <br />MAYOR'S OFFICE <br />Separate closed session meetings. When we established the earlier meeting time, it was <br />with the intent to hold Closed Session prior to our regular meeting so that we would not <br />negatively impact our residents. If that is discussed tonight and proposed I would like to <br />go down as supporting this change. <br />Our goal, if you will remember, was to hold closed session from 6pm until 7pm, stopping <br />to give a short break before we began our regular meeting. We need to formally adopt <br />this policy and begin implementing it if that is still the desire of this body to set a separate <br />closed session. <br />Policy Workshops. I've spoken to several of you individually about this concept, if it is <br />the will of this body I would like to ask that we agendize formal establishment of separate <br />workshops. These workshops would give us the opportunity to fully discuss items and <br />issues in a forum without negatively impacting the length of our regular Council <br />meetings. The goal would be to set these on a strict time schedule, with no vote being <br />taken. These would be study sessions that could give residents and Councilmembers an <br />opportunity to bring items of interest to the City for full discussion and debate prior to a <br />regular meeting. This is currently being done in several other City's who are finding that <br />it is a successful tool to decrease the length of their regular meetings. <br />
