<br />On motion of Councilman Gonzales, seconded by Councilman Hayes and unanimously passed, Council
<br />authorized that the amount of $15,000 appropriated in the Parks budget be utilized for im-
<br />provements and completion of Davis Park as recommended by the Recreation and Parks Commission.
<br />ADJOURNMENT:
<br />There being no further business to come before the City Council at this time, on motion of
<br />Councilwoman Spragins, seconded by Councilman Hayes and unanimously passed, Mayor Huntoon
<br />adjourned the meeting at 5:17 p. m.

<br />A regular meeting of the City Council of the City of Colton was held on the above given date
<br />at 7:30 p. m., in the Council Chambers of City Hall, Mayor Huntoon presiding.
<br />Mayor Huntoon led the group in the Pledge of Allegiance to the Flag.
<br />Invocation was offered by Councilman Leroy Rehrer.
<br />ROLL CALL:
<br />Council members present were Hayes, Spragins, Rehrer, Gonzales, and Mayor Huntoon. Also
<br />present were City Manager Huffaker, City Attorney Hutton, and City Clerk Ramos.
<br />CONSENT CALENDAR:
<br />On motion of Councilman Hayes, seconded by Councilwoman Spragins and unanimously passed, the
<br />Consent Calendar was approved as follows:
<br />1. Approval of Minutes - Adjourned Regular Meeting held June 27, 1974, Regular Meeting
<br />held July 2, 1974, and Special Meeting held July 10, 1974, as on file in the Office
<br />of the City Clerk.
<br />2. Approval of Warrants - Nos. 9076 through 9207 and Nos. 12894 through 13136 (July 3)
<br />inclusive, as recommended by the Director of Finance.
<br />3. Utility Easement - Hub Investment Properties, a Limited Partnership. Approve and
<br />authorize recording.
<br />4. San Salvador Church, Reverend Peter Luque - Requesting temporary street closure
<br />block between 7th and "L" Streets, street dance application, and electric utility
<br />service.
<br />5. Dance Permit application of Pat Juarez at VFW Hall on July 20, 1974.
<br />6. Corporation Grant Deed, Collins Foods International, Inc., for road purposes. Accept
<br />and authorize recording.
<br />MAYOR'S REPORTS AND PROCLAMATIONS:
<br />Mayor Huntoon read a letter from Mr. Roy Martin, 1813 Serrano Court, Colton, stating that he
<br />will be resigning from the Planning Commission in August for personal reasons. .
<br />CORRESPONDENCE:
<br />Communication from Mr. Marshall W. Julian, Chairman Urban Managers Group, Citrus Belt Division,
<br />regarding Fair Labor Standards Act - Pending Lawsuit.
<br />City Manager Huffaker advised that the League of California Cities for some time now, has been
<br />discussing the possibility of- a lawsuit designed to declare the Fair Labor Standards Act un-
<br />constitutional.
<br />Mr. Huffaker continued that one of the key ingredients to this has been waiting for input from
<br />the State of California, which has now been received.
<br />Mr. Huffaker said the lawsuit is designed to see whether or not it is possible to prove that
<br />the Federal Government is violating the sovereignty of the State.
<br />Mr. Huffaker stated the cost of the Fair Labor Standards Act to the City of Colton is between
<br />$20,000 and $30,000, and the cost to participate, along with the National League of Cities
<br />and the League of California Cities, plus the various jurisdictions in the State, would be
<br />$200.
<br />Mr. Huffaker concluded that Staff recommends participating in the proposed lawsuit.
<br />Councilman Rehrer asked where the $200 would be coming from, as this is not a budgeted item.
