<br />On motion of Councilman Rehrer, seconded by Councilwoman Spragins and unanimously passed, Planning
<br />Commission Resolution No. 756 was set for public hearing on April 2, 1974.
<br />Interest Payments on Project I Tax Allocation Bonds - Request Loan from City.
<br />Planning Director Williams advised that the Redevelopment Agency has an interest payment due April 1, 1974,
<br />and the Agency has presently collected approximately $9,656.71.
<br />Mr. Williams said the interest payment due is $12 , 862 .5 0, therefore, a difference of $ 3, 185 .79 is needed,
<br />which the Agency is requesting from the City Council.
<br />Councilman Rehrer asked when the City will break even on this thing.
<br />Mr. Williams answered it is his feeling that once the motel and restaurant complex is completed, the City will
<br />be breaking even and be able to make the inerest payment plus begin making payments on the principle.
<br />Councilwoman Spragins said if she remembers correctly, this is the first time the City has not had to pay the
<br />total amount.
<br />On motion of Councilwoman Spragins, seconded by Councilman Rehrer and unanimously passed, Council
<br />approved allocation of $3, 185 .79 to the Redevelopment Agency for interest payment on Project I Tax
<br />Allocation Bonds.
<br />CITY MANAGER REPORTS AND RECOMMENDATIONS:
<br />Request for Budget Transfer - Police Department.
<br />City Manager Huffaker advised this item concerns a budget transfer in the Police Department in the amount of
<br />$9,300 for the hiring of three Police Patrolmen.
<br />Mr. Huffaker said this was brought about by prolonged injuries and illnesses and several vacancies in the
<br />Police Department, and in order to maintain an adequate work force, the department is requesting the budget
<br />transfer to hire the three patrolmen.
<br />Mr. Huffaker said it should be noted that this is not an increase in personnel, but to fill the temporary vacancies
<br />of the patrolmen who are presently incapacitated.
<br />On motion of Councilwoman Spragins, seconded by Councilman Hayes and unanimously passed, Council approved
<br />the budget transfer of $9,300. for the Police Department.
<br />SB -325 Claim for Fiscal Year 1974-75.
<br />Mr. Huffaker said the Council members have copies of a report regarding the City's claim for SB -325 monies
<br />for the fiscal year 1974-75, which was prepared by the Planning Director, Public Works Superintendent and
<br />Administrative Analyst.
<br />Mr. Huffaker continued that basically the City is required to submit a claim to SCAG prior to April 2, 1974, and
<br />a pre liminary budget has been inc luded, which can be amended at any time, and the tota 1 a llocation is $ 14 3 , 82 5.
<br />This is broken down into four catagories with three percent (3%) for Transportation Planning; fifty-six percent
<br />(560/(,) for Public Transit; ten percent (10%) for Bikeway Facilities; and thirty-one percent (31%) for Streets and
<br />Roads.
<br />Mr. Huffaker concluded that in order to fulfill the requirements and if Council concurs, Staff recommends that a
<br />resolution be adopted authorizing the Mayor to file the necessary claims .
<br />On motion of Councilman Rehrer, seconded by Councilman Gonzales and unanimously passed, Resolution No.
<br />3418 was approved.
<br />RESOLUTION NO. 3418 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, CALIFORNIA,
<br />AUTHORIZING FILING OF ARTICLE 4 AND ARTICLE 8 PUBLIC TRANSPORTATION CLAIMS.
<br />Approval of Class Specification and Salary Range for the position of Assistant to the City Manager.
<br />Mr. Huffaker stated that during this years budget considerations, the Council established the position of
<br />Assistant City Manager, with a salary range of 35, which is $1,343 to $1,602.
<br />Mr. Huffaker continued that after reviewing the management needs within the City, it is felt the needs can be
<br />better facilitated by establishing the position of Assistant to the City Manager.
<br />Mr. Huffaker explained the primary difference between the two positions would be that the Assistant to the
<br />City Manager would not have line authority over the operating departments. This individual would be primarily
<br />responsible for the administration of the City's personnel program.
<br />Mr. Huffaker said the Council members have copies of the proposed class specifications and a proposed
<br />resolution establishing the salary for this position, and it should be noted it is recommended the position
<br />be unclassified, a non -civil service position.
<br />Mr. Huffaker concluded that if Council concurs, it is suggested that the class specification and salary
<br />resolution be approved and adopted.
<br />Mayor Huntoon asked if this is a budgeted item.
<br />Mr. Huffaker answered yes, it is.
<br />Councilman Hayes asked if this position , basically, would involve personnel work.
