0 <br />City Attorney Hutton suggested that he and Mr. Young study this Claim thoroughly, to ensure the proper filing <br />of the Notice of Completion. Mr. Hutton said that although the Claim and the Notice of Completion are two <br />completely separate items, he would like the opportunity to review the Claim in its entirety. <br />Mr. Hutton asked Mr. Young if the City and the consulting engineers, Currier Engineering, were satisfied that <br />the job has been completed according to the plans, specifications, etc. <br />Mr. Young answered yes. <br />Mr. Hutton then questioned the actual names as stated on the contract - whether it is Norman Engineering alone, <br />or Norman S . Fink and Norman Engineering Company. <br />Mr. Young advised that the contract reads Norman S. Fink and Norman Engineering Company, a joint Venture. <br />Mr. Hutton asked that Mr. Young check on the contract to make sure of the names, or name, involved. <br />Mayor Huntoon stated that while this is being done, the Council will proceed with the Agenda. <br />CITY ATTORNEY REPORTS AND RECOMMENDATIONS: <br />City Manager Huffaker introduced the following Resolution for Council's consideration and approval: <br />RESOLUTION NO. 3417 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AUTHORIZING AN <br />AMENDMENT TO THE 1973-74 FISCAL BUDGET OF THE CITY. <br />Mr. Huffaker explained the City is establishing a new procedure whereas monies that have been transferred <br />during the year will be adopted by resolution, thereby assisting the City's record keeping. <br />Mr. Huffaker advised that Resolution No. 3417 will appropriate the sum of $900. to the City Clerk's budget, <br />Account No. 0201, Permanent Salaries, supplemental salary increase for the City Clerk, and the sum of $9,300. <br />to the Police Department budget, Account No. 2002, Permanent Salaries, as previously discussed in the meeting. <br />On motion of Councilwoman Spragins, seconded by Councilman Hayes and unanimously passed, Resolution No. <br />3 417 was approved. <br />ORAL COMMUNICATIONS: <br />Mr. Richard Mosher, 1735 Rancho Avenue, Colton, state he is a Commission on the Recreation and Parks <br />Commission and is representing the Recreation and Parks Advisory Board . <br />Mr. Mosher discussed pertinent items of the Recreation and Parks Commission meeting held March 14, 1974, <br />and the recommendations and actions taken at that meeting by the Commission. <br />Mr. Mosher advised that a member of the Commission will attend City Council meetings to apprise the Council <br />members of all recommendations and actions taken at the Commission meetings and therefore, the Recreation <br />and Parks Commission would like to be placed on the City Council Agenda for each second Council meeting of <br />every month. <br />On motion of Councilman Rehrer, seconded by Councilwoman Spragins and unanimously passed, the request of <br />the Recreation and Parks Commission to be placed on the Council Agenda for each second Council meeting of <br />every month was approved. <br />Mr. Mosher invited each member of the City Council to attend the Recreation and Parks Commission meetings, <br />which ar held every second Thursday of each month. <br />Mr. Mosher asked for Council approval with regard to the establishing of a bicycle club in the City of Colton, <br />using the City of Colton name for the club and certain City facilities for the meetings . <br />Mr. Huffaker advised that this item has been received by the City Manager's office, and wi 11 be place on the <br />Agenda for the regular Council meeting, April 2, 1974. <br />Mr. Mosher also reviewed for Council members items of this year's budget for the Recreation and Parks. <br />Notice of Completion (continued <br />Mr. Earl Young, Public Works Superintendent, verified that the names appearing on the contract for work and <br />construction at the Water Quality Control Plant are Norman S. Fink and Norman Engineering Company, a joint <br />Venture, of Los Angeles County. <br />City Attorney Hutton stated that after hearing Mr. Young's presentation, and taking all into consideration, it <br />would seem in order to accept the Notice of Completion for recording and approving final payment as outlined <br />previously. <br />On motion of Councilman Rehrer, seconded by Councilwoman Spragins and unanimously passed, the Notice <br />of Completion for Norman S. Fink and Norman Engineering Company, a joint Venture, was accepted and authorized <br />for recording, and final payment of $43,114., less $2,590., as recommended by the Public Works Department, <br />was approved. <br />EXECUTIVE SESSION: <br />The City Council adjourned to Executive Session at 8:21 p.m. , on the request of Mayor Huntoon . <br />The City Council reconvened at 9:42 p.m. , all members present. <br />MAR 1 V' 1974 <br />
