<br />Council members present were Hayes, Spragins, Rehrer, Gonzales, and Mayor Huntoon. Also pre-
<br />sent were City Manager Huffaker, Assistant City Attorney Edwards, and City Clerk Ramos.
<br />CONSENT CALENDAR:
<br />On motion of Councilman Rehrer, seconded by Councilman Hayes and unanimously passed, the Con-
<br />sent Calendar was approved as follows:
<br />1. Approval of Minutes - Regular Meeting held October 1, 1974, and Adjourned Regular
<br />Meeting held October 10, 1974, as on file in the Office of the City Clerk.
<br />2. Approval of Warrants - Nos. 00119 through 00264, and Nos. 14715 through 15008
<br />(October 10), inclusive, as recommended by the Director of Finance.
<br />MAYOR'S REPORTS AND PROCLAMATIONS:
<br />Mayor Huntoon presented Water Treatment Operator Certificates to the following Water Division
<br />employees: Mr. James 0. Trusty, Water Superintendent; Mr. Socorro D. Reyes, Water Foreman;
<br />and Mr. Richard Bourdon, Water Leadman.
<br />Mayor Huntoon stated that with Council's concurrence he would like to appoint Councilman
<br />Frank Gonzales to serve on the League of California Cities' Committee on International Muni-
<br />cipal Cooperation.
<br />On motion of Councilman Hayes, seconded by Councilwoman Spragins and unanimously passed,
<br />Council approved Mayor Huntoon's appointment of Councilman Frank Gonzales to the League of
<br />California Cities' Committee on International Municipal Cooperation.
<br />Mayor Huntoon stated that appointments to the Planning Commission and the Recreation and
<br />Parks Commission will be made later in Executive Session.
<br />CORRESPONDENCE:
<br />Chamber of Commerce regarding Parade Permit for December 14, 1974, in conjunction with
<br />Christmas in the Park Program.
<br />Mrs. Evelyn Rehrer, 1222 Norman Road, Colton, Special Events Chairman for the Chamber of
<br />Commerce, gave the Council members background information on the Chamber's plans for this
<br />year's Christmas in the Park Program, and a Christmas Parade to be held on Saturday, December
<br />14, 1974.
<br />Mrs. Rehrer advised that the Chamber of Commerce Board of Directors are requesting the follow-
<br />ing:
<br />:
<br />1. A Christmas Parade be held on Saturday, December 14, 1974.
<br />2. The use of Veterans Park to assemble the parade, and the blocking off of La Cadena Drive
<br />from the water fountain in South Colton to Fleming Park.
<br />3. Use of Fleming Park for the stage programs and a turkey drawing.
<br />4. Cooperation and assistance from the Fire Department, Police Department, and City Crews.
<br />Mrs. Rehrer stated that all members of the Chamber, and the Board of Directors, are very ex-
<br />cited about this year's program, and they respectfully request Council's approval on the
<br />items mentioned.
<br />On motion of Councilwoman Spragins, seconded by Councilman Hayes and unanimously passed,
<br />Council approved the Chamber of Commerce Program for Christmas in the Park as outlined, and
<br />Parade Permit for December 14, 1974.
<br />Mrs. Rehrer questioned the insurance involved with such a program.
<br />City Manager Huffaker stated in areas where the City would be involved, the City's insurance
<br />would cover, however, in any other instance where the Chamber is involved or another sponsor-
<br />ship, it would have to be covered by the Chamber or the sponsoring agency.
<br />Mr. Bob Minick, District Administrator, for Congressman George E. Brown, Jr., presentation on
<br />Development of Community Gardens.
<br />Mr. Bob Minick gave each member of the Council copies of a report by Congressman George E.
<br />Brown, Jr., regarding the development of Community Gardens.
<br />Mr. Minick said his presentation this evening will deal primarily with the possibility of im-
<br />plementing such a program in the City of Colton.
<br />Mr. Minick advised that before encouraging others to participate in a project of this kind,
<br />Congressman Brown requested Mr. Minick and other members of his staff to plant a garden behind
<br />his office, in a portion of the parking lot, which they did last February.
<br />Mr. Minick said he is happy to report that the garden is doing very well, and they had a lot
<br />of help from neighbors in the area.
<br />Mr. Minick stated the objective of the Community Gardens for Citizens is to make it possible
<br />for all the citizens in the city who wish to participate in a community garden project.
