SPECIAL COUNCIL MEETING <br />July 10, 1974 <br />A Special Meeting of the City Council of the City of Colton was held on the above given date <br />in the Council Chambers in the Civic Center, located at 650 North La Cadena Drive, Colton, <br />California, at 5:00 p. m., Mayor Huntoon presiding. <br />Notice of Special Meeting was given on July 9, 1974, in compliance with Government Code <br />Section 54956. <br />ROLL CALL: <br />Council members present were Hayes, Spragins, Rehrer, Gonzales and Mayor Huntoon. Also <br />present were City Manager Huffaker, City Attorney Hutton, City Clerk Ramos, Planning Director <br />Williams, and Recreation Director Lofy, <br />1974 State Grant, Parks Bond Issue. <br />City Manager Huffaker stated the propose for the Special Meeting this afternoon is to designate <br />a representative from the City of Colton for the Park Bond Issue funds and to adopt resolutions <br />for the application of the 1974 State Grant funds. <br />Mr. Huffaker continued that Council will recall in the latter part of spring of this year, <br />the Recreation and Parks Commission made various recommendations, which was agreed upon by <br />the City Council, for park improvements and additions. <br />Mr. Huffaker advised that the City of Colton's allocation of State funds amounts to $58,000, <br />and our application must be in Sacramento by July 15, 1974, to qualify for this year. <br />Mr. Huffaker said that since submitting the cost figures and proposed improvements for the <br />parks, there have been some changes and additions and therefore, some new items that will <br />come under the $58,000. Mr. Huffaker said his recommendation at this time to the Council <br />would be that the items to be excluded, Davis Park and the two Mini -Parks, will be taken <br />care of by the $151,000 appropriated in the budget for Park improvements to accomplish these <br />things. <br />Mr. Huffaker concluded that the Planning Director George Williams has been working on the <br />application for the State Grant funds, and he will explain the action necessary. <br />Mr. George Williams, Planning Director, stated that Mr. Huffaker has covered the subject very <br />well, and then explained that Davis Park, and the two Mini -Parks have been excluded at this <br />time from the application for the funds. <br />Mr. Williams explained to the Council members what will be included at Veterans Park, for <br />a total Grant request of $17,834., and what will be included at Municipal Park, for a total <br />Grant request of $40,778. <br />Mr. Williams said it was necessary to delete certain items in order to stay within the $58,000 <br />alloted for our City. <br />Councilman Hayes stated that in other words, these items that have been deleted will be <br />covered by the funds appropriated for the Parks budget. <br />Mr. Huffaker answered this is correct, there are funds available in the Parks budget for <br />these items, which were anticipated priority items and agreed upon by the Commission and <br />Council. <br />Councilman Hayes said that he feels very strongly about Davis Park, and inasmuch as the Recre- <br />ation and Parks Commission had spent a great deal of time and effort on these recommendations, <br />and also that Davis Park is very badly needed in that area, and he would like to see this <br />park improved and completed. <br />Councilman Rehrer questioned the $15,000 and asked where this money is coming from. <br />Mr. Huffaker explained that this amount of money had been placed in the Parks budget, and <br />has been earmarked for the park improvements. <br />Mayor Huntoon asked what action is necessary at this point. <br />Mr. Huffaker explained there are two resolutions, for each park, designating the City Manager <br />as the authorized representative and approves the projects of each park. <br />On motion of Councilman Gonzales, seconded by Councilwoman Spragins and unanimously passed, <br />Resolution No. 3446 was approved: <br />RESOLUTION NO. 3446 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON APPROVING THE <br />APPLICATION FOR 1974 STATE GRANT FUNDS, MUNICIPAL PARK DEVELOPMENT <br />PROJECT. <br />On motion of Councilman Hayes, seconded by Councilman Gonzales and unanimously passed, Reso- <br />lution No. 3447 was approved: <br />RESOLUTION NO. 3447 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON APPROVING THE <br />APPLICATION FOR 1974 STATE GRANT FUNDS, VETERANS PARK DEVELOPMENT <br />PROJECT. <br />
