Simply connect from the end of the City's 6 inch main in Reche Canyon Road to the Sullivan system at the closest
point practical:
a. For supply during genuine emergencies only, with the City having sole control of the valve.
b. For metered, continuing, supplementary supply, with some stipulation that our pumps all be in service at all
times, insofar as practical.
2. City of Colton supply all the water, City taking over entire system, with Sullivan ceasing to exist.
3. City of Colton take over water supply in present City area. Sullivan continue as water system in County area
only, using existing wells as source.
Mr. Earl Young, Community Services Director, referred to a map indicating the lines of the Sullivan Water Company,
and the water system of the City.
Mr. Young read from his memorandum dated June 11, 1975, responding to the alternatives requested by the Sullivan
Water Company. Mr. Young advised the City has inspected the Sullivan Water Company system and finds it in a very
poor state, and the cost to bring the existing system up to a reasonable standard would be approximately $200,000,
which in any event would not benefit the City's system as presently the wells are considered poor producers.
Mr. Young concluded that he would like to point out, however, there is a dire need of water for storage and fire
protection of the system.
Mr. Ernest Gommel, 23620 Westwood, Colton, President of the James Sullivan Mutual Water Company, stated that he and
the other share holders inherited this water company, and that presently they are very often out of water. Mr.
Gommel said that something must be done with the system, as they desperately need water for residential use, fire
protection, storage, etc. Mr. Gommel stated that possibly the long range solution will be that their company be
operated by a larger water company.
Mr. Gommel concluded he would appreciate the City Council's consideration and anything they might do to assist their
water company.
Councilman Rehrer stated that due to the magnitude of this situation, he felt that no decision could be made this
evening and the problem should be studied further.
Mayor Huntoon suggested that Mr. Gommel get together with Staff and hopefully work out a solution to the problem.
Mayor Huntoon said the City understands their anxieties and will try to do whatever possible to solve this matter.
ADJOURNMENT:
With no further business to come before the City Council at this time, on motion of Councilman Rehrer, seconded
by Councilman Gonzales and unanimously passed, Mayor Huntoon adjourned the meeting at 9:34 p. m., to meet for an
Adjourned Regular Meeting, Joint Session, of the City Council of the City of Colton and the Redevelopment Agency for
the City of Colton, on Tuesday, July 29, 1975, at 7:30 p. m., in the Council Chambers of City Hall.
HELEN A.
