<br />EXECUTIVE SESSION:
<br />The City Council adjourned to Executive Session at 7:55 p. m., on the request of Mayor Huntoon.
<br />The City Council reconvened at 9:13 p. m., all members present.
<br />Mayor Huntoon stated that Meet and Confer negotiations were discussed and the matter will be continued.
<br />Veterans Park
<br />City Manager Huffaker reported on a request for use of Veterans Park by Joseph Sanchez on Saturdays from 2:00 to
<br />4:30 p. m., for the Victory Outreach Inland Empire and their drug addiction program.
<br />Mr. Huffaker recommended this request be approved, subject for four conditions: _.
<br />1. Permission to use the park be granted on a trial basis of three weeks.
<br />2. The Victory Outreach Group continue to coordinate their activities with the Colton Drug Abuse Center.
<br />3. The program be concerned with local drug issue and not extended to other communities and regional problems.
<br />4. Use of the P. A. System be granted contingent on Victory Outreach paying in advance the salary for a City
<br />employee.to operate the system.
<br />Moved by Councilman Hayes, seconded by Councilman Gonzales and unanimously passed, the request for use of Veterans
<br />Park by the Victory Outreach Group on Saturdays from 2:00 to 4:30 p. m., was approved subject to the four conditions
<br />as stated.
<br />Fleming Park
<br />Moved by Councilwoman Spragins, seconded by Councilman Hayes and unanimously passed, CouAcil approved the request
<br />of the Colton Junior Woman's Club to sell refreshments at Fleming Park during the Annual Summer Concert Programs.
<br />James Sullivan Mutual Water Company
<br />City Manager Huffaker referred to correspondence from Mr. Ernest Gommel, President of the James Sullivan Mutual Water
<br />Company, and from Mr. Earl Young, Director of Community Services, regarding water problems being encountered by the
<br />Sullivan Water Company, and the possibility of water service from the City of Colton.
<br />Mr. Huffaker said the Sullivan Water Company is requesting that the City consider the following alternatives:
<br />1. Simply connect from the end of the City's 6 inch main in Reche Canyon Road to the Sullivan system at the closest
<br />point practical:
<br />a. For supply during genuine emergencies only, with the City having sole control of the valve.
<br />b. For metered, continuing, supplementary supply, with some stipulation that our pumps all be in service at all
<br />times, insofar as practical.
<br />2. City of Colton supply all the water, City taking over entire system, with Sullivan ceasing to exist.
<br />3. City of Colton take over water supply in present City area. Sullivan continue as water system in County area
<br />only, using existing wells as source.
<br />Mr. Earl Young, Community Services Director, referred to a map indicating the lines of the Sullivan Water Company,
<br />and the water system of the City.
<br />Mr. Young read from his memorandum dated June 11, 1975, responding to the alternatives requested by the Sullivan
<br />Water Company. Mr. Young advised the City has inspected the Sullivan Water Company system and finds it in a very
<br />poor state, and the cost to bring the existing system up to a reasonable standard would be approximately $200,000,
<br />which in any event would not benefit the City's system as presently the wells are considered poor producers.
<br />Mr. Young concluded that he would like to point out, however, there is a dire need of water for storage and fire
<br />protection of the system.
<br />Mr. Ernest Gommel, 23620 Westwood, Colton, President of the James Sullivan Mutual Water Company, stated that he and
<br />the other share holders inherited this water company, and that presently they are very often out of water. Mr.
<br />Gommel said that something must be done with the system, as they desperately need water for residential use, fire
<br />protection, storage, etc. Mr. Gommel stated that possibly the long range solution will be that their company be
<br />operated by a larger water company.
<br />Mr. Gommel concluded he would appreciate the City Council's consideration and anything they might do to assist their
<br />water company.
<br />Councilman Rehrer stated that due to the magnitude of this situation, he felt that no decision could be made this
<br />evening and the problem should be studied further.
<br />Mayor Huntoon suggested that Mr. Gommel get together with Staff and hopefully work out a solution to the problem.
<br />Mayor Huntoon said the City understands their anxieties and will try to do whatever possible to solve this matter.
<br />ADJOURNMENT:
<br />With no further business to come before the City Council at this time, on motion of Councilman Rehrer, seconded
<br />by Councilman Gonzales and unanimously passed, Mayor Huntoon adjourned the meeting at 9:34 p. m., to meet for an
<br />Adjourned Regular Meeting, Joint Session, of the City Council of the City of Colton and the Redevelopment Agency for
<br />the City of Colton, on Tuesday, July 29, 1975, at 7:30 p. m., in the Council Chambers of City Hall.
