193 <br />Capital Improvements <br />Discussion on this area of the budget concerned monies allocated for furnishings and chairs in the Council Chamber. <br />Councilman Gonzales moved that the $7,500, which had been deleted, be reinstated. Councilman Hayes seconded. Motion <br />carried. Councilman Rehrer voting NO. <br />Community Services - Parks & Cemetery Supt. <br />Discussion concerned the position of Parks and Cemetery Superintendent. Councilman Gonzales noted that elimination <br />of the position, which overlaps into the area of the Parks Superintendent, would save the city money. He also voiced <br />his dissatisfaction with the current operation of the parks and cemetery maintenance program. <br />Mayor Huntoon expressed disagreement, saying that the parks and cemetery have been efficiently and carefully maintained <br />at a savings to the City. <br />Councilman Gonzales moved that the position of Parks and Cemetery Superintendent be left vacant for a period of six <br />months on a trial period. Motion seconded by Councilwoman Spragins. Motion failed to carry. Mayor Huntoon and Council- <br />man Hayes and Rehrer voting NO. <br />Community Services - Administrative Asst. <br />Mayor. Huntoon expressed the opinion that the deletion of the post of Administrative Assistant in Community Services had <br />not been made solely in the interests of economy, but for personal reasons. Moved by Mayor Huntoon, seconded by <br />Councilman Hayes, to reinstate the position of Administrative Assistant in the Community Services Department. <br />Councilman Gonzales sharply disagreed, explaining that his recommendation to abolish the position was in accordance with <br />a policy of economy, with an interest to lowering the number of administrative aides, rather than a reflection on the <br />personal qualifications and efficiency of the aide in question. He added, however -,that he was dissatisfied with the <br />current state of the parks, as well as, the practice to build a position around individuals; and he stated his belief <br />that the reorganization of the department had not worked out. <br />Councilman Hayes expressed his belief in the City Manager system and a wish to support it as an explanation for chang- <br />ing his vote to one of support for the Mayor's motion. <br />Councilman Rehrer expressed his dissatisfaction with the Council's failure to make substantial cuts in the budget and <br />followed with a statement that he would be in favor of reinstating the position if, staff could prove to him that the <br />position would save the City more money than the salary allotted to the said administrative assistant. <br />ROLL CALL VOTE: Ayes - Mayor Huntoon, Councilmen Hayes, Rehrer. Noes - Councilwoman Spragins, Councilman Gonzales. <br />Motion carried. <br />Community Promotion <br />The Chamber of Commerce had requested the sum of $20,000 and had tentatively been budgeted in the amount of $10,000. <br />Upon reconsideration and motion of Councilwoman Spragins, seconded by Councilman Gonzales, the Chamber of Commerce <br />was budgeted in the amount of $209000. Councilman Rehrer voting NO. <br />Fire Department <br />Mayor Huntoon stated that after careful reconsideration of the mobile intensive care unit, he would move to allocate <br />the sum of $20,000 for purchase of this unit. Motion seconded by Councilman Hayes. <br />Councilwoman Spragins noted that this appropriation would be in addition to the money already budgeted for the para- <br />medic program. Staff response was in the affirmative. <br />Councilman Gonzales noted the inexperienced nature of the program in Colton and recalled Councilman's Hayes', as well <br />as, the entire Council's previous willingness to forego such a purchase at this time to allow for one year experience <br />of the paramedic program. <br />Upon roll call vote the motion was defeated. Mayor Huntoon and Councilman Hayes voting yes. Councilwoman Spragins <br />and Councilmen Rehrer and Gonzales voting NO. <br />T s v VIII- <br />Councilman <br />„t <br />Councilman Rehrer again expressed his dissatisfaction with the Council's failure to save any substantial sum of money <br />and moved that the money which had been saved be returned to the taxpayer in the form of a tax cut, at the rate of <br />ten cents on the dollar. Motion seconded by Councilwoman Spragins. Unanimous vote. <br />Capital Improvement <br />The items on Page 133 concerned allocations for carpeting, furnishings, etc. in the offices of the City Clerk, the City <br />Manager, the Civic Center (previously approved), and the Police Department. Moved by Councilman Gonzales, seconded <br />by Councilman Hayes, to approve all items. Unanimous vote. <br />Preliminary Budget <br />The City Manager suggested that the Council adopt the preliminary budget, as amended, pending a subsequent meeting <br />concerning the distribution of salaries. <br />Councilman Gonzales asked if there had been changes in the Council's position on salaries since the last meeting. <br />Finance Director McGuire replied in the affirmative. <br />Councilwoman Spragins requested an Executive Session be held at the earliest possible date to discuss the nature of <br />such changes. <br />Councilman Gonzales expressed his annoyance at not being informed of such changes, and his opposition to the adoption <br />of the preliminary budget as premature, in view of the fact that the cost of living adjustments for city employees <br />had not yet been decided. <br />Mayor Huntoon stated the matter would be discussed at the next regular meeting of the City Council. <br />Moved by Mayor Huntoon, seconded by Councilman Hayes, to adopt the preliminary budget as amended. Roll Call: Ayes - <br />Mayor Huntoon, Councilmen Hayes and Rehrer. Noes - Councilwoman Spragins and Councilman Gonzales. <br />ADJOURNMENT: <br />There being no further business to come before the Council at this time, on motion of Councilman Hayes, seconded by <br />Councilman Rehrer and unanimously passed, Mayor Huntoon adjourned the meeting at 9:04 p.m. <br />Approved this day of 1975.
