177 <br />City Manager Huffaker reported the Records Supervisor has not been filled for about 6 months and the Chief feels with <br />the additional CETA people he could do without the position. <br />Councilwoman Spragins asked why 2 typewriters are needed. <br />Chief Elliott said the two typewriters are old, starting to break down and are costing us in repair maintenance. <br />Chief Elliott continued, reporting that the transcribers have had to be repaired on a weekly basis causing down time <br />when they are inoperable, the typist chairs are old, broken, which have been sent out to be repadded and rewelded, <br />the office chair - an old typist chair, is currently being used in the patrol division, file cabinets - one will go <br />into the patrol division for personnel files and training files. <br />Mayor Huntoon asked Chief Elliott if he felt he had adequate people to cover the City properly. <br />Chief Elliott replied that presently with CETA people, yes. <br />Councilman Rehrer asked what is going to happen when that program is over. <br />Chief Elliott stated he would be somewhat under -manned, however, he could get by. <br />Councilman Rehrer asked when is it anticipated CETA will be terminated. <br />Chief Elliott said the program was appropriated through June 30 of this year and we are awaiting to hear about refund- <br />ing of the program. <br />Councilman Rehrer said if CETA is not refunded, then what will happen. <br />Chief Elliott said this would necessitate a cut back in shifts. <br />Discussion followed of insufficient man power without CETA personnel. <br />Council felt cuts should be made elsewhere in the budget and put more police personnel to work. <br />Councilman Hayes commended the department for the excellent reserve program. <br />Mayor Huntoon asked if these reserve people were ready and eligible to go to work or would it be necessary to recruit. <br />Chief Elliott stated the eligibility list has expired and under Civil Service Rules, it would be necessary to go <br />through all recruiting procedures. <br />Discussion followed on Eligibility Lists and Recruitment Procedures. <br />Discussion followed on whether or not it appeared the City would be refunded for CETA. <br />City Manager Huffaker was of the opinion that CETA would be refunded. <br />Mayor Huntoon suggested that since Council will be looking at the budget for at least one more day, that no decision <br />be made for additional police personnel, but rather wait to hear whether or not CETA will be refunded. <br />Councilman Rehrer asked what the Unit Replacement Item in the amount of $665 entailed. <br />Chief Elliott responded that they have a 1967 Detective Unit and it was felt this year, that rather than going out <br />and purchasing a new unit that one of the existing 1974 Dodges would be converted to a detective unit. Chief Elliott <br />said the $665 was for new tires, reupholstery and repainting. <br />Councilman Gonzales felt it was good to see the departments initiating their own cost savings such as this. <br />Chief Elliott said in addition, the 1967 unit can be sold for more than the $665 requested. <br />Chief Elliott continued, stating that of the Radio Scanners; one would go to the Service Division Commander, who has <br />supervision over all dispatchers, and this will give him a constant monitoring of what is going on on all radios; <br />enabling him to make fast corrections when he hears things are not going right - the second scanner would go into a <br />car unit. Chief Elliott said last year one was installed in a patrol car and was instrumental in the Colton Police <br />solving a Riverside armed robbery as a result of the broadcast going through the scanner. <br />Chief Elliott said the Polaroid Camera will be used by the Detectives bringing in suspects, who would be able to take <br />a picture that could be immediately put into a lineup. <br />Councilwoman Spragins asked what was it the Police Department requested that was deleted by the City Manager cut. <br />Chief Elliott said after reconsideration, he felt he could do without his original requests for another year, however <br />one request was for a fourth lieutenant. <br />Councilman Rehrer asked what his responsibilities would be. <br />Chief Elliott responded he would be an Administrative Assistant. Chief Elliott said another position was a relief <br />I.D. Officer, as currently they have some shifts without an I.D. Officer. Chief Elliott said they could continue to <br />get by as they have for the past three years. <br />The Chief said the positions were the major items, other items cut were smaller like, high speed driving, training in <br />CPR, first-aid, equipment boxes, and binoculars. The Chief said he felt he could look into other areas to obtain a <br />few of the smaller items. <br />Prison Custody <br />Councilman Gonzales said Miscellaneous Expense has gone up on Page 55 for Prison Custody. <br />Chief Elliott replied that in addition to meals the Trusty performs the maintenance duties for their offices and washes <br />the police vehicles. <br />Animal Control <br />Chief Elliott said the Animal Control budget is basically unchanged, except for Capital Outlay for 2 dog traps. <br />Mr. Elliott reported currently the department has 6 cat traps, but no dog traps. <br />Community Relations <br />Chief Elliott said the Community Relations budget was separated from the Police Department Budget in order to better <br />JUN 2 "u, 1975 <br />
