Councilwoman Spragins asked why there was such a large increase in this budget. <br />City Manager Huffaker replied the increase was due to the increase in fuel costs. <br />The Traffic Signals Budget was reviewed and no amendments were made. <br />Traffic Signs Budget was reviewed and no amendments made. <br />Traffic Striping <br />183 <br />After Council discussion the amount of $550 was deleted for a Directional Arrow Sign under Capital Outlay. <br />Curbs, Gutters and Sidewalks <br />Increase in this budget was explained to be due to the high cost of concrete and other materials. <br />Discussion was had on overtime. <br />Weed Abatement <br />No discussion on the on-going program. <br />City Yards <br />Discussion of this item included in the Community Development Act. City Manager Huffaker said HUD has indicated this <br />cannot be included under the Act. <br />Mr. Young and Mr. Huffaker indicated monies for the design of the new city yard were budgeted last year. <br />Automotive Shops <br />Councilman Rehrer asked about the Capital Outlay items. <br />Mr. Young explained each of the items requested and said the shop personnel have been using their own.air tools. <br />Council was of the opinion that personal equipment should be taken home and that the City should purchase tools that <br />are needed. <br />Retirement Fund <br />Staff reported that the increases reflected in the other budgets are shown as a decrease here. <br />Parks Maintenance <br />Mr. Huffaker said funds are provided for maintenance of the various city parks. Increases in the operation section <br />are due to rising costs in materials. Capital Outlay items is equipment to be used in ground maintenance. <br />Councilwoman Spragins said that a man has been cut here. <br />Mr. Young said the Maintenance Man III should read as Maintenance Man II. <br />Mr. Huffaker said that through the purchase of new equipment and the automated sprinkling systems that they are of <br />great assistance. <br />Councilman Gonzales said he was of the opinion the Parks and Cemetery Superintendent was a duplication, because we <br />already have a Parks Superintendent and here you added at the top and deleted one at the bottom for justification. <br />Discussion followed on the combination of Parks and Cemetery Superintendent. The addition of a Cemetery Assistant. <br />Councilman Gonzales said the Cemetery Assistant person is over qualified and over paid for what is needed in that <br />position. Mr. Gonzales was of the opinion that the Cemetery Assistant position is not a full time job. <br />Councilman Gonzales said the Parks Superintendent was to have remained after reorganization, but the budget does not <br />reflect this. <br />Staff explained that Parks Foreman should read Parks Superintendent and this mistake was typographical. <br />Mayor Huntoon said he drives through the Parks and Cemetery a couple of timesa week and he is extremely happy with <br />their condition. <br />Mayor Huntoon and Councilman Hayes said they have received nothing but compliments on the condition of our parks and <br />cemetery. <br />Council members Rehrer, Gonzales and Spragins said they have received negative reports. <br />Councilman Gonzales said in his opinion tasks are being done on the surface appearance, however, they don't have a <br />finished look, in particular, the Civic Center. <br />Mr. Young explained the rotating of crews to meet the task of all park areas in the City. <br />Mrs. Spragins said without a doubt the Cemetery looks good, but it was all a big capital outlay and not a "feather in <br />the hat" for the Superintetident. <br />Mayor Huntoon said that he is pleased with the person doing the work and that before he was getting many, many <br />complaints. Further, the Mayor said he put no credence in anything unsigned or in anyone not giving their name. <br />Councilman Rehrer suggested putting an asterisk by the Maintenance Man I, to review at a later date for possible addi- <br />tion and hiring of a man. Mr. Rehrer said he believes we can do without a raise and the money should be spent to <br />hire people. <br />Mayor Huntoon said how would they as Council persons know if this Maintenance Man is needed or not. <br />Councilman Gonzales said he felt the Cemetery Assistant position needs to be handled differently at a cost savings. <br />Mayor Huntoon said a study should be conducted by the Cemetery Commission. <br />Discussion followed, on number of burials, sale of plots, supervision of men, pay scale, etc. <br />JUN 2 6 7975 <br />
