Mr. Gonzales continued that <br />Staff can make all kinds of recommendations, and the reason for the budget sessions is to analyze and tdiscuss these <br />recommendations and matters, and try to decide whether or not they are justified and necessary. <br />Councilman Gonzales said he agrees with a comment made by Councilman Rehrer last week, he made a particular recommen- <br />dation and it was not heard, so why bother having study sessions, or budget sessions. Mr. Gonzales stated why do <br />any of us bother sitting here tonight if we are just going to accept everything that is presented to us. Councilman <br />Gonzales said he believes the reason for budget sessions is for the Council's review for either approval or disap- <br />proval, and if there are any questions regarding the budget, the individual department can be questioned, the item <br />can be evaluated, and the whole matter can be taken from there by the Council members. <br />Councilman Gonzales said he feels that all he is actually doing is his job as an elected official of this community. <br />Mayor Huntoon said he did not mean it that way, he merely feels that the Council is wrong in trying to take over the <br />physcial operation of this City, and not one person on this Council is capable of doing that, this involves pro- <br />fessional people which the City has hired to handle that. <br />Councilman Rehrer asked for a point of order and referred to the motion on the floor. <br />Motion died for lack of a second. <br />Councilwoman Spragins stated she would like to have this brought up again at a later date. <br />Councilman Gonzales moved that the position of Secretary II in the Finance Department be deleted. <br />After clarification of the position being referred to, Councilman Gonzales re -stated his motion. <br />Councilman Gonzales moved that the position of Account Clerk II in the Data Process Division of the Finance Department <br />be deleted. <br />Both Councilwoman Spragins and Councilman Rehrer questioned the position and employee, and asked Councilman Gonzales <br />if he was referring to the personnel at the Cemetery Department. <br />Councilman Gonzales answered no, the employee and position in the Cemetery Department should remain, providing the <br />employee is also utilized in the Finance Department as needed. Mr. Gonzales said he felt the Account Clerk II posi- <br />tion that was filled for the Data Processing Division of the Finance Department should be deleted due to the hiring <br />freeze. Mr. Gonzales said he feels the Finance Department should utilize the individual at the Cemetery, and that <br />she should have a dual position, as there is not enough work at the Cemetery at the present time that would necessi- <br />tate her full time there. <br />Discussion then followed among the Council members regarding the employee at the Cemetery Department, and whether <br />or not the clerical duties at the present time justified a part time employee or a full time employee. <br />Councilman Gonzales stated he is not questioning the employee or position at the Cemetery, he feels this should <br />remain. Councilman Gonzales said his motion is for the deletion of the Account Clerk II employee recently hired in <br />the Finance Department for the Data Processing Division. Mr. Gonzales said that perhaps after this department and the <br />new machinery really gets rolling, there will be justification for additional personnel, however, he does not feel <br />that it is really needed at the present time. <br />Discussion followed between Council members and Staff regarding the justification of the Account Clerk II position in <br />the Data Processing Division of the Finance Department. <br />Mayor Huntoon called for a second to the motion on the floor. <br />Motion died for lack of a second. <br />Street Trees and Parkways <br />City Manager Huffaker reported this activity has been budgeted separately to reflect the cost of maintaining the <br />City's street trees and parkways. Mr. Huffaker said included in this budget under Capital Outlay is a sprayer for <br />applying pesticides to street trees. <br />Councilman Rehrer asked if the sprayer was a replacement or a new piece of equipment. Also, will the City run into <br />trouble with the use of pesticides. <br />Mr. Earl Young replied that this piece of equipment is new and has a 200 gallon capacity. Mr. Young said the Agri- <br />cultural and OSHA requirements will be followed and met. <br />Councilwoman Spragins asked if our citizens were being charged for street trees. <br />Mr. Young replied that through our City ordinance, anyone who is building or constructing must either provide a tree <br />of their choice off of the parkway tree list or pay $12.50 for us to provide and plant the trees. Mr. Young explained <br />replacement trees are taken care of by the City and the basic object of the program is to plait trees that do not <br />create root problems for the sewers and to replace the present trees causing such problems. <br />Water <br />City Manager Huffaker reported this budget is down from last fiscal year because a large portion of the salaries of <br />the Water Utility employees are to be charged to the Capital Improvement Fund for Pipeline Construction. <br />Mr. Huffaker stated Capital Outlay requests include replacement of a dump truck, a pick-up, and a service truck and <br />like the other utilities, various charges are made for Administrative charges,collection costs, and taxes. <br />Councilwoman Spragins questioned the deletion of 1 position. <br />City Manager Huffaker reported the position deleted was that of a Maintenance Man 1. <br />Councilman Rehrer questioned the automobile under Capital Outlay. <br />Mr. Young explained that this car is to replace Vehicle 282, which is the Water Superintendent's 1962 Truck. <br />Councilman Rehrer asked if the equipment trailer was a new piece of equipment or a replacement. <br />Mr. Young replied that this was new as the old trailer is being used by the Parks and Sanitation Departments, also <br />the existing trailer is not large enough to transport the trenching.- machine purchased last year. <br />t <br />Councilman Rehrer asked what type of evaluation was made to determine that the Maintenance Man position could be <br />deleted.
