Vote was unanimous. MAYOR'S REPORTS AND PROCLAMATIONS: Proclamation National Library Week Mayor Huntoon proclaimed April 13 through 19, 1975, National Library Week. Boards & Commissions Library Board Moved by Councilman Hayes, seconded by Councilman Rehrer, to ratify Mayor's appointments of Dr. Renold j. Anelle and Mrs . Sara Ceizler to the Library Board. Vote was unanimous. PUBLIC HEARINGS: Special Assessments Chapter 27, District 16 Mayor declared the public hearing open. City Clerk submitted the affidavit of mailing and posting. City Manager Huffaker reported this hearing is on protests or objections to the Report of Superintendent of Streets for alley paving between Olive and Acacia, east of Pennsylvania. Mr. Huffaker reported assessments were derived by computing the area of alley paving required for each parcel at a cost of approximately . 2 2 984 per square foot, the square footage being the lot width and distance to the center of the alley. Petition for the project was signed by 1001% of the property owners . Moved by Councilman Gonzales, seconded by Councilman Rehrer, to close public hearing. Vote was unanimous. Moved by Councilman Gonzales, seconded by Councilman Rehrer, to approve Resolution No. 3508. Unanimous vote. RESOLUTION NO. 3508 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON CONFIRMING CERTAIN REPORTS OF THE SUPERINTENDENT OF STREETS. CORRESPONDENCE: Parks F leming City Manager Huffaker reported this is a request from Reverend Antonio S. Ortiz, for use of Fleming Park. Mr. Huffaker referred to Chief of Police's report dated March 19, 1975, and recommended approval. Moved by Councilwoman Spragins , seconded by Councilman Rehrer, to approve request for use of Fleming Park by Reverend Antonio Ortiz. Unanimous vote. Governmental Agencies SCAG City Manager Huffaker recommended the letter from the Los Angeles Board of Supervisors dated March 12, 19 75 , be noted and filed until such time as it becomes a part of legislation and receives full debate. Council discussion followed. Moved by Councilman Rehrer, seconded by Councilman Gonzales, to direct Staff to write a letter to the General Assembly of SCAG stating the City's opposition to any proposal mandating membership in SCAG, with copy to be sent to Mr. Peter F. Schabarum , Los Angeles County Board of Supervisors, First District. Unanimous vote. Labor Relations SB 275 City Manager reported that the letter from the City of Victorville on SB -275 was carried over from the last meeting because SB -275 was in the process of being amended. Mr. Huffaker said the League of California Cities had previously asked that cities request the bill be amended. The League is now asking that cities do everything to defeat the bill. Mr. Huffaker stated Staff has prepared Resolution No. 3509 strongly opposing SB -275 Council discussion followed. Moved by Councilwoman Spragins, seconded by Councilman Rehrer, to approve Resolution No. 3509. Motion carried, Councilman Gonzales voting NO.
