Vote was unanimous. <br />MAYOR'S REPORTS AND PROCLAMATIONS: <br />Proclamation <br />National Library Week <br />Mayor Huntoon proclaimed April 13 through 19, 1975, National Library Week. <br />Boards & Commissions <br />Library Board <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to ratify Mayor's appointments of Dr. Renold j. <br />Anelle and Mrs . Sara Ceizler to the Library Board. Vote was unanimous. <br />PUBLIC HEARINGS: <br />Special Assessments <br />Chapter 27, District 16 <br />Mayor declared the public hearing open. City Clerk submitted the affidavit of mailing and posting. <br />City Manager Huffaker reported this hearing is on protests or objections to the Report of Superintendent of Streets for <br />alley paving between Olive and Acacia, east of Pennsylvania. Mr. Huffaker reported assessments were derived by <br />computing the area of alley paving required for each parcel at a cost of approximately . 2 2 984 per square foot, the <br />square footage being the lot width and distance to the center of the alley. Petition for the project was signed by 1001% <br />of the property owners . <br />Moved by Councilman Gonzales, seconded by Councilman Rehrer, to close public hearing. Vote was unanimous. <br />Moved by Councilman Gonzales, seconded by Councilman Rehrer, to approve Resolution No. 3508. Unanimous vote. <br />RESOLUTION NO. 3508 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON CONFIRMING CERTAIN <br />REPORTS OF THE SUPERINTENDENT OF STREETS. <br />CORRESPONDENCE: <br />Parks <br />F leming <br />City Manager Huffaker reported this is a request from Reverend Antonio S. Ortiz, for use of Fleming Park. Mr. <br />Huffaker referred to Chief of Police's report dated March 19, 1975, and recommended approval. <br />Moved by Councilwoman Spragins , seconded by Councilman Rehrer, to approve request for use of Fleming Park by <br />Reverend Antonio Ortiz. Unanimous vote. <br />Governmental Agencies <br />SCAG <br />City Manager Huffaker recommended the letter from the Los Angeles Board of Supervisors dated March 12, 19 75 , be <br />noted and filed until such time as it becomes a part of legislation and receives full debate. <br />Council discussion followed. <br />Moved by Councilman Rehrer, seconded by Councilman Gonzales, to direct Staff to write a letter to the General Assembly <br />of SCAG stating the City's opposition to any proposal mandating membership in SCAG, with copy to be sent to Mr. Peter <br />F. Schabarum , Los Angeles County Board of Supervisors, First District. Unanimous vote. <br />Labor Relations <br />SB 275 <br />City Manager reported that the letter from the City of Victorville on SB -275 was carried over from the last meeting because <br />SB -275 was in the process of being amended. Mr. Huffaker said the League of California Cities had previously asked <br />that cities request the bill be amended. The League is now asking that cities do everything to defeat the bill. Mr. <br />Huffaker stated Staff has prepared Resolution No. 3509 strongly opposing SB -275 <br />Council discussion followed. <br />Moved by Councilwoman Spragins, seconded by Councilman Rehrer, to approve Resolution No. 3509.
