201 <br />previous years, he did not feel that a $300.00 cost was warranted. <br />Assistant City Attorney Edwards advised that the City Council had some time last month held a hearing for the purpose <br />of hearing objections or protests on costs of weed abatement and that had these two objections been voiced at that <br />time, the Council could have made an evaluation of the cost. At this point, Attorney Edwards continued, any reduction <br />in costs would be borne by the City and not the contractor. <br />Moved by Councilman Gonzales to reduce the assessment costs for weed abatement on the Suchil and Colunga properties <br />in half. Motion died for lack of a second. <br />Mr. Luis Marquez addressed the Council saying that in his opinion, the Council did not give just consideration to <br />their problems. <br />PLANNING 'COMMISSION -_REPORTS AND,.'RECOMMENDATIONS: <br />VARIANCE <br />Mr. & Mrs. Avila <br />Mr. John Sanabria, Planning Associate, gave the Staff's presentation saying the applicant, Ruben A. & Elizabeth Avila, <br />desired to reduce the existing 20 foot front setback to 10 feet instead of the required 25 feet, for the purpose of <br />permitting the addition of a 10' by 20' porch to the existing dwelling at 926 Kansas Avenue. <br />Mr. Sanabria reported that the Planning Staff recommended for denial because the request is greater than the existing <br />dwelling on the east side of Kansas and the effect to the area from other similar requests could cause undesirable <br />problems through additional requests. <br />Mr. Sanabria informed the Council that Planning Commission Resolution No. 780 recommends approval of the request. <br />VARIANCE <br />Mr. & Mrs. C. D. Perez <br />Planning Commission Resolution No. 781 was reviewed by Mr. Sanabria. Mr. Sanabria reported the request of Crecencio <br />D. Perez to reduce the 25 foot front setback to 18 feet on the property -at 914 Kansas is supported by the Planning <br />Staff and the Planning Commission recommends approval. <br />Moved by Councilman Gonzales, seconded by Councilman Hayes to approve Planning Commission Resolution No. 780 and <br />Planning Commission Resolution No. 781. Unanimous vote. <br />COMMUNITY SERVICES DIRECTOR REPORTS AND RECOMMENDAT IONS : <br />REFUSE DIVISION <br />Community Services Director, Mr. Young read his memo to the Council dated August 1, 1975 regarding Consideration of <br />the Solid Waste Management Master Plan. <br />Mr. Young stated that if Council is in agreement with the plan passage of the Resolution as prepared would be in <br />order. <br />On motion of Councilman Gonzales, seconded by Councilman Rehrer, Resolution No. 3532 was approved. Unanimous vote. <br />RESOLUTION NO. 3532 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON APPROVING SOLID WASTE MANAGEMENT PLAN FOR <br />SAN BERNARDINO COUNTY. <br />CITY MANAGER REPORTS AND RECOMMENDATIONS: <br />PROGRAMS/POLICE <br />Narcotic Task Force Services <br />City Manager Huffaker referred to his memorandum to the Council regarding the proposed Contract concerning Narcotic <br />Task Force Services. Mr. Huffaker stated the Police Chief highly recommends the program. <br />Moved by Councilwoman Spragins, seconded by Councilman Hayes, to accept the County contract for Narcotic Task Force <br />Services and authorized the Mayor to sign said contract. Unanimous vote. <br />AWARDS <br />Citizens Service <br />City Manager Huffaker outlined the proposed Citizens Service Awards recommended by a Task Force consisting of Fire <br />Chief Temby, Chief of Police Elliott, and Asst. to the City Manager Johnsen. Mr. Huffaker reported this recommenda- <br />tion is made on Council direction to Staff to investigate such a program. <br />Mr. Huffaker requested in his memo that Staff be directed to purchase an individual plaque, a perpetual plaque, and <br />to make necessary arrangements for the first award presentation. <br />Moved by Councilman Rehrer, seconded by Councilman Gonzales, to accept the Citizens Service Awards proposal as <br />presented. Unanimous vote. <br />CITY ATTORNEY REPORTS AND RECOMMENDATTONS- <br />CLAIMS <br />Josie V. Quinonez <br />Assistant City Attorney Edwards recommended the Council reject and refer the claim of Josie V. Quinonez vs. the <br />City of Colton to our insurance carrier. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer to reject the claim of Josie V. Quinonez and to refer said <br />claim to Strachota Insurance Agency.
