Mr. Richard Stearns, San Bernardino Public Employees Association General Manager, stated that obviously they feel
<br />the Council has taken the appropriate action and the only thing he would like to address himself to is the comment
<br />of the Mayor on fiscal irresponsibility of the Council and the employees. Mr. Stearns said he didn't feel that was
<br />a fair nor accurate comment to make concerning the employees. "If there was a lack of a lack of communication
<br />between the City Council and the people the City Council designated to do their negotiating for them, then that's a
<br />management problem that the employees had no control over. The employees negotiated with your representatives in
<br />good faith, the employees and your representatives interpret paragraph 4. of the Memorandum of Understanding the
<br />same. It doesn't say that if there are, as Mr. Rehrer said, any negotiations, such and such will be the case; it
<br />says that any change in salary and fringe benefits resulting from meeting and confer shall be based and justified
<br />solely on the percentage change. Now, I won't argue that you might be able to interpret that two ways, but your
<br />representatives interpreted it the same way we did. So, throughout the Spring, we had the negotiations in good
<br />faith and arrived at a recommendation. Now, if sometime the communication process broke down between you and your
<br />representatives then that's a management problem and certainly no reflection of the fiscal responsibility of the
<br />employees".
<br />PLANNING
<br />Community Development Act
<br />Councilman Rehrer stated the City had established priorities for City needs and along those lines he had a motion.
<br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to immediately instruct Staff to conduct what it would
<br />cost to construct a swimming pool by next year.
<br />Councilman Rehrer, said that site acquisition would not be involved as the City already has the site and owns the
<br />land.
<br />Mayor Huntoon commented that he and the City Manager had met with Dr. Owen -Cook, Superintendent of Schools, on
<br />several occasions and it is his honest feeling that the pool should be built at the high school where it could be
<br />manned and used 12 months out of the year.
<br />Mayor Huntoon stated when the priorities were established in the Spring of the year, the Community Center was the
<br />number one priority, however, he understands that this was contingent on the Safeway Building being available.
<br />Mayor Huntoon said the pool is about equal priority as the Community Center and there is $270,000 Community Develop-
<br />ment monies available this year, sufficient to complete the pool.
<br />Mayor Huntoon said that he would much rather instruct Staff to meet with Dr. Cook and workout site procurement, get
<br />all the construction details and get this thing started immediately.
<br />Councilman Rehrer and Mayor Huntoon disagreed with one anothers view point and discussed their objections.
<br />Councilman Gonzales remarked that prior to the City submitting the grant application, community oriented sessions were
<br />held and the priorities arrived at, and in his opinion by the Council moving on to the second priority, it would mean
<br />that the time and effort expended by the community would be wasted.
<br />Mr. Gonzales said the Council is jumping the gun, it was suggested to the Council that a committee be formed for site
<br />selection.
<br />Further discussion followed on differences of opinions.
<br />Councilman Hayes suggested having a quick feasibility study on costs regarding locating the pool at the high school
<br />vs. the present pool site at Municipal Park.
<br />Councilman Rehrer declined an amendment to his motion and called for a vote on his original motion.

<br />ABSENT: 0 - Motion defeated.
<br />Moved by Mayor Huntoon, seconded by Councilwoman Spragins, to instruct Staff to conduct a. feasibility study regarding
<br />the cost of manning the pool, the site situation, the usage, etc.
<br />Councilman Rehrer asked if there was a time limitation for completion of the feasibility study.
<br />Mayor Huntoon replied, that as soon as Staff could complete it as he personally would like to see the pool completed
<br />and turned over to the school by January 15.

<br />Moved by Councilman Gonzales, seconded by Councilman Rehrer, to have each Council member appoint a person from the
<br />community to serve on a site selection committee for the community center, and that the committee make a report to the
<br />Council within 60 days.

<br />Councilman Gonzales and passed, Mayor Huntoon adjourned the meeting at 9:35 p.m.
