222 <br />Mr. Burnett answered that there is existing sewer service available immediately east of the property owned by <br />Mr. Bangle and Mr. Engelstad. <br />Mayor Huntoon asked if anyone -else -desired to speak for or against the improvements or assessment district. <br />Mr. Dick Larsen, 1380 Cahuilla Street, Colton, stated that he owns property in Area B of the Assessment District, <br />and he, along with many other property owners of that area, are very anxious to get the sewer system started <br />and very much in favor of the assessment district. <br />Moved by Councilwoman Spragins, seconded by Councilman Gonzales, the Public Hearing was terminated. Vote was <br />unanimous. <br />Mr. Burnett reported on the percentage of protests, which amounted to 12.4 percent of the assessment district. <br />Mr. Bangle asked what is this percentage based on. <br />Mr. Burnett answered it is based on the percent of land area. <br />Moved by Mayor Huntoon, seconded by Councilman Hayes, the Council denied all protests on the basis that they <br />represented less than 50 percent of the assessable area of the assessment district. Vote was unanimous. <br />Moved by Councilwoman Spragins, seconded by Councilman Gonzales, to approve Resolution No. 3549. Upon Roll <br />Call, the Vote wa.s: <br />AYES: Five, Hayes, Spragins, Rehrer, Gonzales, Huntoon. <br />NOES: None <br />ABSENT: None <br />Motion carried unanimously. <br />RESOLUTION NO. 3549 - RESOLUTION OF THE CITY COUNCIL FINDING AND DETERMINING THAT THE PUBLIC INTEREST, CONVEN- <br />IENCE AND NECESSITY REQUIRE THE IMPROVEMENTS AND APPURTENANCES SUBSTANTIALLY AS SET FORTH <br />IN THE REPORT FILED PURSUANT TO THE SPECIAL ASSESSMENT INVESTIGATION, LIMITATION AND <br />MAJORITY PROTEST ACT OF 1931, AND THAT THE PROJECT IS FEASIBLE AND THAT THE LANDS WILL BE <br />ABLE TO CARRY THE BURDEN OF THE PROPOSED ASSESSMENT. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, Council directed Staff and Consultants to proceed with <br />formation of the assessment district and bring back the necessary documentation and resolutions. Vote was unani- <br />mous. <br />nani- <br />mous. <br />CORRESPONDENCE: <br />Parades <br />American Revolution Bicentennial <br />Councilman Rehrer read his memorandum dated October 27, 1975, as the Chairman of the Colton Bicentennial Committee, <br />reruesting consideration and approval to have a parade on Saturday, July 10, 1975, along La Cadena Drive, commen- <br />cing at Laurel Street and terminating at "0" Street, to commemorate the American Revolution Bicentennial. <br />Mr. Rehrer advised the arrangements and route have been discussed with Police Chief Elliott and have been approved. <br />Moved by Councilman Hayes, seconded by Councilwoman Spragins, to approve request for parade to be held on Satur- <br />day, July 10, 1976, commemorating the American Revolution Bicentennial. Vote was unanimous. <br />Civic Center <br />Use of City Hall facilities <br />City Manager Huffaker referred to a letter .from Miss Nancy Norton, Secondary Curriculum Consultant for the Colton <br />Joint Unified School District's Bicentennial Committee, rerâ–ºuesting use of the City Hall Council Chambers, halls, <br />and lawn, on two Saturday mornings, from 9:00 a. m. to 12:00 noon, April 3 and April 24, 1976, as the area for <br />the showcase of student talent,commemorating the American Revolution Bicentennial. <br />Mr. Huffaker added that although this reruest has not been reviewed completely, he does not foresee any problems. <br />Moved by Councilman Rehrer, seconded by Councilwoman Spragins, Council approved renuest of School District for <br />use of City Hall facilities on April 3 and April 24, 1976, for American Revolution Bicentennial. <br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />Zoning <br />Mr. & Mrs. Raul Chacon <br />Planning Director George Williams advised that Planning Commission Resolution No. 786 concerns a Zone Change, <br />requested by Mr. and Mrs. Raul Chacon, from C-2, General Commercial, to an R-1 Zone, single family residential, <br />on property located at 1343 North La Cadena Drive, Index No. A-9-75. <br />Mr. Williams stated the Planning Commission recommends approval of this item, and it would now be in order to <br />set this matter for public hearing on November 18, 1975. <br />Moved by Councilwoman Spragins, seconded by Councilman Hayes, to set for public hearing Planning Commission <br />Resolution No. 786 on November 18, 1975. Unanimous vote. <br />Conditional Use Permit <br />Southland Corporation (7-11 Markets) <br />Planning Director Williams reported that Planning Commission Resolution No. 784 approves a Conditional Use Permit <br />application requested by Southland Corporation (7-11 Markets), to construct a market and allow installation of <br />gas pumps for public use in a C -2-X Zone, General Commercial with Special Conditions, on property located on the <br />south side of Washington Street, 500 feet west of Center Drive, Index No. C-4-75. <br />Mr. Williams stated there are nine conditions of approval, as outlined in Resolution No. 784, and the Planning <br />Commission and Staff recommend approval of this item. <br />Councilwoman Spragins asked if all nine of the conditions in the resolution were agreeable to the applicants. <br />Mr. Williams answered yes. <br />Moved by Councilwoman Spragins, seconded by Councilman Hayes, to approve Planning Commission Resolution No. 784. <br />Vote was unanimous. <br />N O V 1 197 5 <br />
