2 S <br />SA <br />COUNCIL MEETING <br />September 2, 1975 <br />A regular meeting of the City Council of the City of Colton was held on the above given date at 7:30 p. m., in the <br />Council Chambers of City Hall, Mayor Huntoon presiding. <br />Mayor Huntoon led the group in the Pledge of Allegiance to the Flag. <br />Invocation was offered by the Reverend T. Arthur Smith of the Colton First Baptist Church. <br />ROLL CALL: <br />Council members present were Hayes, Spragins, Rehrer, Gonzales, and Mayor Huntoon. Also present were City Manager <br />Huffaker, Assistant City Attorney Edwards, and Deputy City Clerk Veralrud. Absent was City Clerk Ramos and City <br />Attorney Hutton. <br />CONSENT CALENDAR: <br />Minutes <br />August 19, 1975 <br />August 29, 1975 <br />Warrants <br />2927 through 3069 <br />21569 through 21848 <br />August 29, 1975 Inclusive <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve Consent Calendar. Unanimous vote. <br />MAYOR'S REPORTS AND PROCLAMATIONS: <br />Boards & Commissions <br />Community Center Committee <br />Councilman Rehrer stated he would like to recommend, for the final appointment to the Community Center Committee, <br />Mr. Carl W. Porter. <br />Citizens Service Award Committee <br />Mayor Huntoon stated that if there are no objections from the other Council members, he would like to appoint <br />Mrs. Marjorie Holtzendorff. <br />Council members were in agreement with the Mayor's appointment. <br />CORRESPONDENCE: <br />Audit <br />Eadie and Payne <br />City Manager Huffaker referred to a letter from Mr. Kenneth N. Patterson of Eadie and Payne, Certified Public <br />Accountants, dated August 13, 1975, regarding further examination of the City's financial statements for the 1974- <br />75 fiscal year. <br />Mr. Patterson's letter advised that on March 22, 1975, the California Society of Certified Public Accountants <br />adopted a revised interpretation of the Rules of Conduct - Code of Professional Ethics, which might effect the <br />appearance of a lack of independence due to the fact that one of the partners of the accounting firm is related <br />to one of the members of the City Council. <br />Mr. Huffaker stated it is requested that the Mayor, or Mayor Pro -Tem, be authorized to sign this letter explaining <br />this situation, so that Eadie and Payne may continue with the audit. <br />Moved by Councilwoman Spragins, seconded by Councilman Rehrer, authorizing Mayor to sign letter from Eadie and <br />Payne, Certified Public Accountants, to continue with City's audit.
