<br />Moved by Councilwoman Spragins, seconded by Councilman Hayes, to reject the Claims of Ralph D. Bucknam, Thomas
<br />W. & Ruth M. Coyle, Deborah A. Bruce versus the City of Colton, and refer to the insurance carrier. Vote was
<br />unanimous.

<br />Personnel
<br />The City Council adjourned to Executive Session at 7:50 p. m., and reconvened at 8:00 p. m., all members present.
<br />City Manager Huffaker advised the Council members have discussed the disability retirement of one of the City's
<br />safety members, Alvin G. Carson, which would be effective May 12, 1974.
<br />Mr. Huffaker stated a resolution has been prepared on this matter.
<br />Moved by Councilman Hayes, seconded by Councilman Gonzales, to approve Resolution No. 3536. Unanimous vote.
<br />RESOLUTION NO. 3536 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON TO DETERMINE THE DISABILITY FOR RETIRE-
<br />MENT PURPOSES OF A LOCAL SAFETY MEMBER (Sec. 21023.6, California Government Code)
<br />Communitv Center Committee
<br />Mayor Huntoon stated now that Council has made all of the appointments to the Community Center Committee, he would
<br />like to see the Assistant to the City Manager, Randy Johnsen, act as liaison with the Staff members of this commi-
<br />ttee, those persons appointed by the Council, and the Council members themselves to get something going.
<br />Councilwoman Spragins felt that something should be done about a swimming pool for the City. Mrs. Spragins said
<br />the Council should decide where they want to have the pool and get going on this thing, as the summer is almost
<br />over with already.
<br />Councilman Rehrer felt the old plunge should be renovated and used as the new pool site, or whatever the Council
<br />decides, he felt the pool should be on City property, and not the school. Mr. Rehrer said now that the City has
<br />some funds to work with, the School District wants to jump on the bandwagon, and he is opposed to it.
<br />Councilman Gonzales said he understands that the School District has their own plans for some type of civic center
<br />or recreational center, and he felt the City should look into this and find out what is going on.
<br />City Manager Huffaker stated that he had received a telephone call from Dr. Cook and was advised something to the
<br />effect that the School District will form a. committee and appoint two members, to get together with two members from
<br />the City's committee, and see what can be accomplished.
<br />Councilman Gonzales and Councilman Hayes stated there is no need for all of these committees, the City has already
<br />appointed a committee to get things rolling and establish future projects.
<br />After additional discussion among Council members, Council concurred the City Staff committee members should get
<br />together with the Council appointed committee members to work things out and formulate some plans, and so advise
<br />the School District.

<br />SPECIAL COUNCIL MEETING
<br />September 11, 1975
<br />A Special Meeting of the City Council of the City of Colton was held on the above given date in the Council Chambers
<br />in the Civic Center, located at 650 North La Cadena Drive, Colton, California, at 7:30 p. m., Mayor Huntoon presid-
<br />ing.
<br />Notice of Special Meeting was given on September 9 and 10, 1975, in compliance with Government Code Section 54956.
<br />ROLL CALL:
<br />Council members present were Hayes, Spragins, Rehrer, Gonzales, and Mayor Huntoon. Also present were City Manager
<br />Huffaker, City Attorney Hutton, and City Clerk Ramos.
<br />Purpose of Meeting
<br />Mayor Huntoon reported that primarily, the purpose of the Special Meeting tonight is to try to better understand
<br />the Community Development Program and to make some sort of determination in regards to what the Council desires
<br />from the Committee appointed earlier by the Council for Site Selection of the Community Center.
<br />Mayor Huntoon stated he would like to know what type of report the Council is seeking from this citizens committee
<br />and with that in mind, he has prepared a memorandum which he would now like to read.
<br />Mayor Huntoon read his memorandum dated September 11, 1975, entitled "Objectives of the Community Development
<br />Program Committee" in full, herewith attached as Exhibit A and made a part of the minutes.
<br />Having read his memorandum, the Mayor then stated that he felt the City was totally obligated to follow the
<br />program as outlined in our application to HUD for this year. Further, Mayor Huntoon stated that although the
