X11 <br />Citizens Committee had been appointed primarily for the Community Center Project, he would like to see the Committee <br />charged for reviewing all three projects, that is, the Community Center, the Swimming Pool, and the North Colton <br />Park. Mayor Huntoon said by having this committee handle all three projects it would eliminate the need to appoint <br />more committees and would reduce the number of meetings necessary to review these projects. <br />Mayor Huntoon then called for input from the Council in regards to his memorandum and that of making the appointed <br />Committee the overall Community Projects Committee. <br />Moved by Councilwoman Spragins, seconded by Councilman Rehrer, to designate the Community Center site Selection <br />Committee as the Community Projects Committee to review the projects of the Community Center, the Swimming Pool and <br />the North Colton Park. Vote was unanimous. <br />Mayor Huntoon announced that Mr. George Williams, Director of Planning and Special Services will be the liason <br />between the Citizens Committee and the City Council and that Mr. Randy Johnsen would also be assisting. <br />Mr. Williams reaffirmed the Mayor's Memorandum, saying that amending this year's HUD application under the Housing <br />and Community Development Act would be quite an involved process, requiring initially the same procedure as origin- <br />ally followed; that is, citizen participation, public hearings, etc. <br />Mr. Williams stated that he just wanted the City Council to be aware that HUD has just recently approved their first <br />year's allotment and a. late amendment could very possible jeopardize projects and allotments. <br />Mr. Williams stated the Council had copies before them tonight of the City's short term objectives as well as the <br />overall three year program as compiled by our Consultant. Mr. Williams said the report includes a one year program <br />and the three year plan. <br />Mr. Williams further reported that Staff will be starting the procedure for next year's program this October and <br />the final application will have to be submitted to SCAG by March 1, 1975, followed by submittal to HUD by April 15; <br />thereafter, HUD has 75 days in which to comment on our application, making July 1, 1976 the approval date. <br />Mr. Williams said the Consultant had provided basic guidelines to follow during the review process by the Committee <br />and that Staff would be working very closely with the Committee and the City Council on the three projects. <br />Council discussion followed. <br />City Manager Huffaker reported that minutes of each weekly Committee Meeting will be provided as soon as possible, <br />so that all can be aware of what is happening. <br />Moved by Councilwoman Spragins, seconded by Councilman Hayes, to follow the program outlined and presented by Mayor <br />Huntoon through his Memorandum dated September 11, 1975, entitled "Objectives of the Community Development Program <br />Committee". <br />EXHIBIT A <br />CITY OF COLTON <br />California <br />M E M O R A N D U M <br />TO: Council Members <br />City Manager <br />City Attorney <br />Director of Planning & Special Services <br />Asst, to the City Manager <br />FROM: ALBERT A. HUNTOON, Mayor <br />SUBJ: Objectives of the Community Development Program Committee <br />Community Center: <br />1. Come up with a definite idea of exactly what this Community Center is envisioned to be. <br />C 0 P Y <br />September 11, 1975 <br />2. Determine site location, preliminary design, and land acquisition. There is a total of $185,000 allocated for <br />this. <br />North Colton Neighborhood Park: <br />Preliminary design and land acquisition. The allocation for this is $55,000. <br />Swimming Pool: <br />1. Determine if there is a legal way that the City can procure school property to build the pool and/or determine <br />if it is possible to turn the pool over to the school district when the pool is completed. This might not even <br />be a possibility under this program. <br />2. Analyse the present pool site at Municipal Park considering that the City already owns the property. We have <br />the basic locker rooms, the excavation is already there; how valuable a consideration is the warm water well? <br />3. Consider the feasibility of two or three mini -pools in various sections of town. This year's allocation for this <br />is $15,000. <br />Next Year's Allocation! <br />The public hearing for next year's HCDA allotment should be during the month of October. The Director of Plan- <br />ning and Special Services informed me that we would be ill advised to try to alter this year's allotment at this <br />late date. By doing so, we could very well lose our next year's allotment. <br />There has been quite a lot of thought of deviating from the program as outlined for this year, and I have <br />probably been more guilty of this than anyone else as I had thought we could complete the pool at the school out <br />of this year's allotment without jeopardizing the other two priority projects. It is now obvious to me, that <br />at this time, there are too many unknowns and this simply wouldn't work. <br />AAH:mr <br />Vote was unanimous. <br />Proposed Ordinance for Regulating Sale of Personal Property from Non -Licensed Premises. <br />Mayor Huntoon reported City Attorney Hutton has prepared an ordinance for the purpose of regulating, garage, patio or <br />SES' 11 1675 <br />
