Dr. Owen Cook, Superintendent of the Colton Joint Unified School District, presented each Council member with
<br />a copy of a report entitled "Cooperation Between The City Council And The School District For A Successful
<br />Swimming Pool Operation", dated April 20, 1976, and read the report in full. Copy of Report on file in the
<br />Office of the City Clerk.
<br />Councilman Hayes asked Dr. Cook if he had gotten in touch with officials from H.E.W., and what the reaction
<br />was.
<br />Dr. Cook advised that he had been told by a Mr. Kennedy, from H.E.W., that monies were very scarce right now
<br />and funds were not available, however, an application could be submitted anyway.
<br />The following people spoke in favor of locating the swimming pool at Colton High School:

<br />In summary, the people speaking in favor of locating a pool at the high school stressed certain points, such as a
<br />centrally located pool that could be open 9 months out of the year instead of just 3 months, swimming programs that
<br />would benefit everyone and instructions in life saving, the swimming pool would be used mostly by children and
<br />therefore if it were located at the high school it would serve the best purpose and get the most use, and arrangements
<br />can be worked out beneficially and satisfactorily between the City Council and the School District.
<br />The following people spoke in favor of locating the swimming pool at the Plunge site in Municipal Park:
<br />Mrs. Camilla Herrera, 248 East N Street, Colton;Mr. Sal Rios, 999 Cypress Street, Colton;Mrs. Bea Hernandez, 258
<br />East N Street, Colton.
<br />Mrs. Herrera also directed comments to the City Council with regard to the first and second year applications and
<br />funding for these projects, stressing that she was hopeful the City Council would take into serious consideration
<br />the low and moderate income families, blighted areas, following the guidelines established by HUD, and the City's
<br />responsibility in delegating the monies properly.
<br />Mrs. Herrera also commented on the federal funds received by the School District for educational purposes, and
<br />pointed out that these funds are not being used as they were intended or to serve the needs of the students. Mrs.
<br />Herrera said that she did not feel the City should have to fulfill the School District inadequacies.
<br />Mayor Beltran stated that he would now like to have comments and a summary from Staff.
<br />Planning Director Williams stated that until the City Council makes a decision on these recommendations and proposed
<br />projects, and establishes priorities, Staff cannot proceed. Mr. Williams advised that an Environmental Assessment
<br />of these projects will have to be made, and possibly an Environmental Impact Report will also be needed.
<br />Mayor Beltran asked for comments from members of the City Council.
<br />Councilman Gonzales stated that as long as the City abides by the rules and regulations established by HUD, he can
<br />see no reason why the City Council cannot move ahead and make a decision this evening. Mr. Gonzales said that by
<br />prolonging these matters will only create more problems and unnecessary work.
<br />Councilman Gonzales then made a presentation to the Council members and audience, and offered his recommendations
<br />on the three proposed projects, outlining in detail a plan for the proposed swimming pool.
<br />Mr. Gonzales read a letter dated April 2, 1976, from Mr. William R. Ferrell, of Pacifica Engineering Corporation,
<br />Glendora, California, and referred to sketches and plans regarding the construction of an aluminum pool, measuring
<br />62 feet by 75 feet, with a depth of 32 feet to 5 feet, for an estimated cost of $146,000.
<br />Councilman Gonzales contended that if this type of a pool were constructed in Municipal Park at the Plunge site for
<br />an estimated cost of $146,000., in lieu of a pool at the high school for an estimated cost of $300,000., the City
<br />could realize a tremendous savings and use these monies elsewhE!re, for other needed projects and programs, or
<br />wherever necessary.
<br />Councilman Gonzales reiterated that HUD has already advised the City a community swimming pool located at a high
<br />school is incidental and cannot be considered an eligible facility. Mr. Gonzales stated the City must follow the
<br />guidelines and regulations as established by HUD, otherwise, we might stand the chance of losing the Federal funding
<br />altogether.
<br />Councilman Rehrer was also in agreement with locating the pool at the Plunge site and expressed his reasons and
<br />viewpoint in renovating the Plunge rather than constructing a more expensive facility at the high school.
<br />Councilman Hayes felt that the School District and the City Council should explore all possibilities in locating
<br />the pool at the high school, and try to reach some type of agreement. Mr. Hayes stated he would like to have the
<br />opportunity to contact Mr. Carl Hill in this regard, and report back to the Council.
<br />Councilman Gonzales felt that with all of the information and recommendations that the Council now has, it is time
<br />to make a decision and move ahead. Mr. Gonzales stated that by carrying this matter on and on, the City is only
<br />spinning its wheels.
<br />Mayor Beltran asked if anyone had additional comments to make.
<br />Councilman Gonzales said that if no one has anything further to add, he would like to make a motion on the three
<br />proposed projects before the City Council this evening.
<br />Moved by Councilman Gonzales, seconded by Councilman Rehrer, to approve the construction of a Multi -Service Center
<br />to be located in Veterans Park, consisting of 4,800 square feet, at an estimated cost of $125,000 to $150,000;
<br />construct a Community Center at Municipal Park, consisting of 6,500 square feet, at an estimated cost of $175,000
<br />to $200,000; construct an aluminum swimmimg pool at the Plunge site in Municipal Park, measuring 62 feet by 75
<br />feet, at an estimated cost of $146,000, and to authorize Staff to go out to bid on the swimming pool project, and
<br />to renovate or rebuild the Plunge Building which houses the lockers, showers, restrooms, etc.
<br />Councilman Hayes asked if Councilman Gonzales, and the other Council members, would consider taking each item
<br />individually, inasmuch as there are three different projects to consider.
