<br />City Attorney Edwards introduced Ordinance No. 1489 for second reading, reading it as to number and title
<br />only:
<br />ORDINANCE NO. 1489 - AN ORDINANCE AMENDING ORDINANCE NO. 1074 REGULATING THE USE OF
<br />Second Reading TRAFFIC UPON THE STREETS, SIDEWALKS, AND OTHER PUBLIC AND
<br />PRIVATE PLACES IN THE CITY OF COLTON.
<br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to approve second reading and adopt Ordinance No.
<br />1489. Vote was unanimous.
<br />Resolution No. 3577.
<br />Southern California Edison Company
<br />City Attorney Edwards stated that Resolution No. 3577, along with two agreements, which are routine in nature,
<br />concern the condemnation proceedings which have been initiated against the Southern California Edison Company.
<br />Mr. Edwards recommended that Resolution No. 3577 be approved and the agreements signed by the Mayor.
<br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to approve Resolution No. 3577. Vote was unanimous.
<br />RESOLUTION NO. 3577 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AUTHORIZING
<br />MAYOR TO EXECUTE AGREEMENTS WITH SOUTHERN CALIFORNIA EDISON
<br />COMPANY RELATING TO EMINENT DOMAIN.
<br />EXECUTIVE SESSION:
<br />The City Council adjourned to Executive Session at 9:10 p. m., and reconvened at 9:40 p. m., all members
<br />present.

<br />Moved by Mayor Huntoon, seconded by Councilman Hayes, to appoint Mr. Ruben Gomez to the Civil Service Commission.
<br />Vote was unanimous.

<br />February 9, 1976
<br />In accordance with notice duly and legally given, an Adjourned Regular Meeting of the City Council of the City of
<br />Colton was held on the above given date at 7:30 p. m., in the Council Chambers of City Hall, Mayor Huntoon pre-
<br />siding.

<br />Council members present were Hayes, Rehrer, Gonzales, and Mayor Huntoon. Also present were City Manager Huffaker,
<br />City Attorney Edwards, and City Clerk Ramos. Absent was Councilwoman Spragins.
<br />Candidates Meeting
<br />Mayor Huntoon announced that the AFSCME, Local 122, will hold a "Candidate's Night" on Wednesday, February 11, 1976, for
<br />all candidates and encumbants running in this year's City Election. Mayor Huntoon stated he would not attend the meeting
<br />due to the legal suit the Union has pending against the City.
<br />Annual Audit Report
<br />City Manager Huffaker stated the purpose for the Adjourned Meeting this evening is to discuss the report of the exami-
<br />nation of the City's financial statements as made by the accounting firm, Eadie and Payne.
<br />Mr. Bruce Bartels, Accountant representing Eadie and Payne, stated there are two reports that will be reviewed and
<br />discussed this evening, one regarding Financial Statements for the City of Colton, and the other entitled Management
<br />Study Review.
<br />Mr. Bartels referred to Page 1 of the Financial Statements report, regarding the "Disclaimer of Opinion" issued by Eadie
<br />and Payne, in compliance with a ruling adopted by the California Society of Certified Public Accountants, relating to
<br />an appearance of a conflict of interest for the City of Colton.
<br />Mr. Bartels stated the report regarding Financial Statements is basically the same as last year, and therefore, would not
<br />necessitate detailed discussion, unless the Council members have some particular questions they would like to ask.
<br />Mr. Bartels continued that the report entitled "Management Study Review" is a follow-up study and continuation of the
<br />management report made June 30, 1974.
