241 <br />Mayor Huntoon stated that from time to time the Committee, consisting of Police Chief Elliott, Fire Chief <br />Temby, Assistant to the City Manager Randy Johnsen, and Mrs. Marjorie Holtzendorff, will be selecting individuals <br />for this Award for outstanding service to their community. <br />CORRESPONDENCE: <br />Traffic/Regulations & Control <br />Washington Street <br />Community Services Director Earl Young read a letter dated December 29, 1975, from Mrs. JoAnne Petersen, regarding <br />the speed limit along Washington Street, between Mt. Vernon Avenue at the freeway entrance and Reche Canyon Road, <br />and requested that this speed limit be reduced from 55 miles per hour to 35 miles per hour. <br />Mr..Young also referred to a report and his memorandum dated January 16, 1976, on the Washington Street Speed Zone <br />Study. <br />Councilman Hayes stated that he has done some checking on his own with regard to the traffic conditions and speeding <br />along this portion of Washington Street, and he agrees that this is a very hazardous area and something should <br />definitely be done about it. Mr. Hayes further stated that in talking to a highway patrolman, he was told that the <br />City might get itself in a legal bind by lowering the speed limit, however, warning signs, in each direction, could <br />be put up. <br />Council members questioned the City Attorney as to possible legal binds that could develop if the City were to <br />lower the speed limit in this area. <br />City Attorney Edwards stated that he is not aware, at this time, of any legal problems that would be involved, and <br />that this would be the prerogative of the City Council. <br />Moved by Councilman Hayes, seconded by Mayor Huntoon, to post "warning" signs along Washington Street, from the <br />Riverside Freeway to Reche Canyon Road. <br />Councilman Gonzales stated that because this area has increased in population and growth and it has become a hazardous <br />section, he feels the City Council should reduce the speed limit from 55 miles per hour to 35 miles per hour. <br />Councilman Rehrer said that he agrees with Councilman Gonzales, and that he would make a motion to that effect. <br />Councilman Hayes stated that he would like to withdraw his motion, and Mayor Huntoon said that he would also withdraw <br />his second to the motion. <br />Pair. Young advised that if the Council desired to change the speed limit in that area, it would be in order to have <br />first reading of Ordinance No. 1489, amending the traffic code. Mr. Young read portions of the proposed ordinance <br />to the Council members, indicating those portions of Washington Street where the speed limit would be changed. <br />Moved by Councilman Rehrer, seconded by Councilman Gonzales, to approve first reading of Ordinance No. 1489, and <br />waive further reading. Vote was unanimous. <br />ORDINANCE NO. 1489 - AN ORDINANCE AMENDING ORDINANCE NO. 1074 REGULATING THE USE OF TRAFFIC <br />First Reading UPON THE STREETS, SIDEWALKS, AND OTHER PUBLIC AND PRIVATE PLACES IN THE <br />CITY OF COLTON. <br />PLANNING COMMISSION REPORTS ANn U rnMMFNnAT MNC- <br />Conditional Use Permit <br />American Sports World <br />Planning Director Williams stated this Conditional Use Permit, Index No. C-2-76, requested by American Sports <br />World, Inc., involves establishing the use of a Can -Am Miniature Vehicle Race Track in a C-2 zone, on property <br />located at 22920 Washington Street, on the north side of Washington Street, at the intersection of Washington <br />Street and the Riverside Freeway. <br />Mr. Williams said the Planning Commission Resolution No. 794 recommends approval of the Conditional Use Permit, <br />subject to three conditions, which are acceptable to the applicant. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve Planning Commission Resolution No. 794. Vote <br />was unanimous. <br />Conditional Use Permit <br />Lester Warshaw and Douglas Macy. <br />Planning Director Williams advised that Messrs. Lester Warshaw and Douglas Macy have requested a Conditional Use <br />Permit, Index No. C-3-76, to extend the permitted use to include approximately 4.27 acres on Valley Boulevard, <br />without increasing the number of allowable rental spaces in a C-2 zone, on property located at 2005 Valley Bo- <br />ulevard, 2,800 feet west of the intersection of Valley Boulevard and Pepper Avenue. <br />Mr. Williams stated the Planning Commission has reviewed this request and recommends approval, subject to 22 conditions, <br />as stated in Planning Commission Resolution No. 795. <br />Councilman Rehrer asked if the applicants are agreeable with all of the conditions as outlined. <br />Mr. Williams answered yes, they are. <br />Moved by Councilman Rehrer, seconded by Councilman Gonzales, to approve Planning Commission Resolution No. 795. <br />Vote was unanimous. <br />Legislation <br />Mr. Williams gave a report on recent legislation that had been passed with regard to the Alquist-Priolo Act, which <br />requires a geologists report on seismic conditions and special study zones of a particular parcel of land prior to <br />any use or construction of that land by an applicant. <br />Mr. Williams advised that a matter of this nature will be coming up in the near future, at which time he will be hiring <br />a geologist to check over the report submitted by the applicant's geologist. <br />Mr. Williams stated he has been considering a geologist from Valley College, and the cost would involve approximately <br />$20.00 per hour, which would be paid by the applicant. <br />JAN .1ti' 1976 <br />
