CITY ATTORNEY: <br />Claims <br />City Attorney Edwards reported that the Federal Judge had granted the motion to vacate the Default on the Rivera <br />case. <br />Surplus Vehicles <br />City Manager Huffaker reported that Acting Finance Director Andengaard has submitted a memorandum on the Sale of <br />Surplus Vehicles. Mr. Huffaker said this subject had been discussed at a previous meeting. <br />Mr. Huffaker reported the vehicles involved are those being used by the Police Department and include emergency <br />lights, and one wrecked vehicle. Mr. Huffaker reported that local dealers were notified in regard to sale of these <br />items and only one bid was received and that bid is from Mr. Fidel Salas of Mexico. in the amount of $9,200. <br />Mr. Huffaker said this matter has been discussed with the City Attorney and he feels the City could accept the bid <br />of Mr. Salas. <br />After discussion on whether the proper bid procedure had been followed, it was moved by Councilman Hayes, seconded <br />by Councilman Gonzales to accept the recommendation of Staff with regard to the sale of surplus vehicles and to <br />award the bid to Mr. Fidel Salas of Mexico. Unanimous vote. <br />Mayor Beltran suggested that when representatives from Cananea visit the City of Colton later this month, that they <br />be given an opportunity to bid on the vehicles also. <br />After discussion, Mayor Beltran stated that it would be best to let the motion stand as passed awarding the bid to <br />Salas. <br />City Attorney Edwards asked Chief Elliott about a particular document requested by Mr. Salas. <br />Chief Elliott stated that Mr. Salas had requested the City of Colton give him a letter stating that the vehicles were <br />being donated to Mexico, in order to simplify transferring of vehicles into Mexico. Chief Elliott said that he had <br />informed Mr. Salas that he would bring this to the Council's attention although he was doubtful the Council would <br />act favorably. <br />On Council consensus it was determined that a letter stating the vehicles were donated would not be in the best <br />interest of the City. <br />Chamber of Commerce Building <br />Chief Elliott outlined plans and schematics for improvements and alterations of a portion of the Chamber of Commerce <br />Building. Chief Elliott stated he had gone over to the Chambers and measured out the total area, then taking the <br />total operations of the divisions within the Police Department, determined what division could best be housed in <br />this area with the greatest efficiency. <br />Chief Elliott reported that only two functions could be moved without cutting efficiency. Chief Elliott said one <br />would be moving the Community Relations Officer, the Secretary to the Chief of Police and himself; the other would <br />be to move the Detective Division. <br />Chief Elliott gave the costs for implementing these moves; the costs were based on the work being done by City <br />forces as compared to contracting the work out. Of the two functions that could be housed in the Chamber, Chief <br />Elliott reported that the Detective Division would be the most cost effective for the City. <br />Chief Elliott reported the Chamber of Commerce has requested a copy of this report being submitted to the Council. <br />Council had no objections to providing the Chamber with a copy of the report. <br />City Attorney Edwards reported that he had understood that the City would only be acquiring the Board Room portion <br />of the Chamber of Commerce Building and that the drawings submitted by Chief Elliott reflected a larger area. <br />Discussion followed. <br />Council consensus was that the City wished to acquire all of the Chamber of Commerce Building, with the exception <br />of the Lobby and Secretary Area, and the Office of the Manager. <br />City Attorney Edwards said the Chamber is waiting to meet with the City Council. <br />Mayor Beltran stated that Chief Elliott's report is for informational purposes at this time, however, when this is <br />scheduled for final consideration the Chamber of Commerce and their representatives will be invited to the formal <br />presentation. <br />EXECUTIVE SESSION: <br />Meet and Confer <br />The City Council adjourned to Executive Session at 6:30 p. m. to discuss Meet and Confer matters. Council recon- <br />vened at 9:25 p. m., all members present. <br />ADJOURNMENT: <br />There being no further business to come before the Council at this time, moved by Councilman Gonzales, seconded by <br />Councilman Rehrer to adjourn.
