Unanimous vote. <br />BUDGET: <br />Police <br />Mayor Beltran asked Chief Elliott if it was imperative to switch to the blue and red lights combination on the <br />police cars. <br />Chief Elliott replied yes, due to the better visability of the new lights. Chief Elliott replied that one of the <br />police cars had been run into from the rear with the present lights and, it is his opinion, that this might have <br />been prevented had the car been equipped with the new lights. <br />Question was raised by Councilman Rehrer regarding provision of safety equipment for CETA employees. <br />Chief Elliott stated that the City pays for the safety equipment for the CETA people as this is not covered by <br />the CETA Act. <br />Mayor Beltran asked Mrs. Andengaard for a resume of the items added or deleted on a tentative basis. <br />Mrs. Andengaard replied Council has tentatively cut $1,075 in Account 90, Capital Outlay for typewriters, $15,000 <br />was tentatively cut from Capital Improvements for the Police Department Expansion, pending negotiation with the <br />Chamber of Commerce on their Building, a tentative cut of $695 for Lobby Remodeling, and a tentative cut of <br />$2,270 for floor covering. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to delete the $15,000 in Capital Improvements until <br />the City meets with the Chamber of Commerce and reach some type of agreement with regard to the City acquiring a <br />portion of the Chamber of Commerce Building; further, that Council will review for additional funding for the <br />Police should the Agreement with the Chamber fail. Unanimous vote. <br />Council recessed for five minutes. <br />Discussion followed on the purchase of vests for the safety officers. Councilman Rehrer stated that according to <br />OSHA regulations, each officer has to have his own safety equipment or property assigned on an individual basis, <br />you cannot share the same apparel between two or more people. <br />Chief Elliott proposed that protective vests be purchased only for field personnel, making the original amount <br />requested sufficient for this expenditure. <br />On Council consensus the amount of $2,800 was left in under Account 18, Safety Equipment for the purchase of <br />vests. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to delete the amount of $2,965 from Capital Improvements. <br />Unanimous vote. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to delete $1,075 from Capital Outlay. Unanimous vote. <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to approve the Police Budget with the condition <br />that it will be reconsidered in the area of Capital Improvements, should negotiations for space with the Chamber <br />of Commerce fail. Unanimous vote. <br />Prisoner Custody <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to approve the Prisoner Custody Budget. Uanimous <br />vote. <br />Animal Control <br />Moved by Councilman Gonzales, seconded by Councilwoman Cisneros, to approve the Animal Control Budget. Unanimous <br />vote. <br />Community Relations <br />Moved by Councilman Gonzales, seconded by Councilman Hayes, to approve the Community Relations Budget. Unanimous <br />vote. <br />Multi-Purpo6e Center <br />Moved by Councilman Gonzales, seconded by Councilman Hayes, to approve the Multi -Purpose Center Budget with the <br />condition that the Center be placed under the Jurisdiction of the Council. <br />Discussion. Mayor Beltran inquired about the rate of pay and hours worked by the Maintenance Person at the <br />Multi -Purpose Center. <br />Mayor Beltran proposed that this person, who is head of household and has a heavy family financial burden, and <br />who does an excellent job at the Multi -Service Center be elevated salary -wise to $3.10 per hour. <br />Discussion followed on other temporary employees wages and also the wages of the janitors working in Civic Center. <br />City Attorney Edwards reported that the Council had instructed him to research the matter of the Multi -Purpose <br />Center being placed under the jurisdiction of the City Council. Mr. Edwards stated he has done this research and <br />the City ordinances point to the fact that the Multi -Purpose Center can be placed under the City Manager, who is <br />in fact, under the City Council's jurisdiction. Mr. Edwards stated that a motion would be in order to delete <br />this from the management of the Police Department and to place it under the City Manager, and if the Council has <br />any direction to the City Manager in regard to policy matters it can do so now or from time to time. <br />Moved by Councilman Gonzales, seconded by Councilman Hayes, to remove the Multi -Purpose Center from the direction <br />of the Police Department and to place it under the City Manager, with the Multi -Purpose Center having an individual <br />budget in the future. Unanimous vote. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to approve the Multi -Purpose Center Budget with <br />the amendment in salary for the janitorial person to $3.10 per hour. Unanimous vote. <br />BUDGET: <br />Community Services/Administration <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve the Administration Budget of Community <br />Services. Unanimous vote. <br />
