:i14 <br />Councilman Rehrer commented that this budget seems to be going higher and higher, which in turn causes the tax rate <br />to increase for the citizens, and unless Staff can justify purchasing a brand new piece of equipment instead of <br />overhauling this particular piece of machinery for another year, he is opposed to it. Councilman Rehrer stated <br />that the Council is going to have to start cutting somewhere. <br />Councilman Hayes felt that if the front end loader is beyond repair and the City will have to purchase a new one <br />eventually, why not buy it now and actually save money in the long run. Mr. Hayes said this is what our Motor <br />Vehicle Replacement fund is for. <br />Councilman Gonzales asked if the front end loader is used daily. <br />Mr. Young answered yes, this piece of equipment is the work horse of the Street Division. <br />Councilman Gonzales stated there have been other pieces of equipment for other departments that have been approved <br />and yet are not used on a daily basis. Mr. Gonzales continued that last year Community Services requested that a <br />new front end loader be purchased and it was turned down, therefore, he feels it is justified and should be approved <br />this year. <br />Moved by Councilman Gonzales, seconded by Councilwoman Cisneros, to approve the purchase of a Front End Loader for <br />the Street Maintenance under Equipment Replacement Fund in the amount of $44,000. Vote was unanimous. <br />The City Council recessed at 7:30 p. m., and reconvened at 8:07 p. m., all members present. <br />Water (21-6000) <br />Mr. Young advised that the Council Members had raised a question with regard to Account No. 21-6001-35, Professional <br />Services. Mr. Young continued that the amount shown under Department Request includes Consultation Fees for Water <br />Studies. Mr. Young advised that last year approximately $350 was spent on a Water Study for the James Sullivan <br />Water Company, and the year before approximately $500 was spent for the East San Bernardino County Water District <br />on a study of the Reche Canyon area. <br />Mr. Young also informed the Council Members that Account No. 6001-17, Uniforms, under Fringe Benefits, in the <br />amount of $1,000 has been deleted. <br />Discussion was held on Account No. 6001-18, Safety Equipment, regarding safety climb for storage tanks and the use <br />of a steel cage versus the harness -type of equipment. <br />Moved by Councilman Gonzales, seconded by Councilman Hayes, to approve Water Budget, Account No. 21-6000, including <br />Capital Improvement expense. Vote was unanimous. <br />Sewer Collection (22-4043) <br />Mayor Beltran stated he understands there has been a change in the Salaries and Wages Account No. 4043-01, from <br />$22,380 to $22,896, and asked the reason. <br />City Manager Huffaker explained it was due to a reclassification from Maintenance Man II to Maintenance Man III. <br />Moved by Councilman Gonzales, seconded by Councilwoman Cisneros, that the Sewer Collection Budget, Account No. 22- <br />4043, be approved. Vote was unanimous. <br />Moved by Councilman Gonzales, seconded by Councilman Hayes, to approve the Capital Improvement Item for Sewer Lines <br />in the amount of $30,000. Vote was unanimous. <br />Refuse Collection (23-4050) <br />Mayor Beltran questioned Account No. 23-4050-28, Travel and Meetings, in the amount of $250, and asked what this is <br />for. <br />Mr. Young replied this is the yearly convention that the Sanitation Superintendent, Augie Caldera, attends, which <br />is for both public and private haulers. <br />Moved by Councilman Gonzales, seconded by Councilwoman Cisneros, to approve the Refuse Collection Budget, Account <br />No. 23-4050, including the Front End Loading Refuse Packer in the amount of $48,400. Vote was unanimous. <br />Cemetery (24-4070) <br />Discussion was held on the construction and remodeling of the office building located at the Cemetery and brochures <br />that had been circulated regarding upgrading and improving the operation of the Cemetery. <br />Moved by Councilman Gonzales, seconded by Mayor Beltran, that the position of Cemetery Assistant be deleted. <br />Discussion followed. City Manager Huffaker stated that one of the problems that has been encountered at the office <br />building in the Cemetery is having a person there at all times to answer the telephone, deal with the public when <br />the need arises, take care of the files and bringing old accounts up to date, etc. <br />Councilman Gonzales felt that as far as the clerical work is concerned, someone in the Finance.Department could <br />handle that, and one of the employees at the Cemetery could take care of the public as necessary, by showing the <br />plots and giving out information, etc. Mr. Gonzales said he does not feel that this full-time position of Cemetery <br />Assistant is really needed. <br />Councilman Gonzales questioned the item under Capital Outlay, of a 1976 Pickup, in the amount of $6,000. <br />Moved by Councilman Gonzales, seconded by Councilman Rehrer, to delete the 1976 Pickup in the amount of $6,000 from <br />Capital Outlay account. Vote was unanimous. <br />Mayor Beltran stated that he had asked Staff to make a study and report back to the Council on the possibilities of <br />selling the Cemetery or operating it on a lease basis, or to come up with some alternatives. <br />Mr. Young advised that Staff is now working on this study and will make a report to the Council in the near future. <br />Moved by Councilman Gonzales, seconded by Councilman Rehrer, to approve the Cemetery Budget, Account No. 24-4070, <br />with the deletions as noted. Vote was unanimous. <br />City Yards Design <br />City Manager Huffaker advised that under Capital Improvements, the item of City Yards Design, in the amount of <br />$13,200, has not been discussed and approved. <br />Councilman Rehrer asked how Staff can justify a figure of $13,000 for design. <br />Mr. Young stated this is an estimated figure and it would include grading plans, building structure, and engineering <br />of a..B tler-type building. <br />JUN 1 It, <br />i` f <br />
