291 <br />Council discussion on the proposals made by the Mayor. <br />City Manager Huffaker asked if Council would have any objection to the position of the Council's Secretary being a <br />CETA position. <br />Council consensus was no, however, it would have to be realized or faced as a permanent position when the CETA <br />Program is phased out. <br />Councilman Rehrer felt the budget needs to be cut and the cutting or holding the line should begin with the Council's <br />own budget. <br />On Council consensus it was decided that the Mayor's proposals would be left in the budget tentatively, and the City <br />Manager was asked to come back with costs, for possible discussion on Saturday. <br />BUDGET: (Preliminary) <br />Community Promotion <br />City Manager Huffaker introduced the Community Promotion Budget and asked Council to delete the second paragraph on <br />Page 15. Mr. Huffaker said this budget includes $15,000 for the Chamber of Commerce and $1,000 requested by the <br />Bicentennial Committee. <br />Councilman Gonzales said it was his understanding the Sister City currently has $600 in budgeted funds, where is it <br />shown? Councilman Gonzales stated he would like to add an additional $400 to make a total Sister City funding of <br />$1,000 for the 1976-77 year. <br />The City Manager stated that the $600 is included in the $17,500 Account 41, Miscellaneous Expenses. <br />Councilman Rehrer and the other Council Members stated that it was important to have a breakdown of what each <br />account in every department contained. Councilman Rehrer said it was difficult to make an arbitrary cut in an account <br />if the account, in fact, contains several unique programs lumped together in a general subject. <br />Mayor Beltran told the Chamber of Commerce representatives, Mr. John Creatura and Mr. Frank Robello, you are asking <br />for $15,000, we need an itemized justified listing of what the City can expect to get for $15,000. <br />Mr. Robello informed the Council that the Chamber had submitted a prospectus to the Council a month ago or so for the <br />purpose of justifying their request. <br />Mayor Beltran stated none of the Council Members have such a document. <br />Mr. Creatura reiterated that the prospectus has been submitted and continued by outlining the activities and progress <br />of the Chamber the past year. <br />Mr. Robello added that he had worked very deligently to cut the Chamber's Budget and as a result of a growth in <br />membership and a "bare bones" operating budget, he was able to decrease the Chamber request by $5,000 from last <br />year's $20,000 allocation. <br />Council and Chamber discussion followed. <br />Moved by Councilman Hayes, seconded by Councilman Gonzales, to tentatively approve the City Council -Community Promotion <br />Proposed Budget with the addition of $400 more for the Sister City Committee. Unanimous vote. <br />Council stated they still would like to see a justification for the Chamber of Commerce Budget. <br />Council recessed at 8:55 p. m. Council reconvened at 9:05 p. m. All members present. <br />BUDGET: (Preliminary) <br />City Clerk <br />City Manager Huffaker introduced the City Clerk's budget, stating that $2,000 is included for rental of a Word Processing <br />Typewriter and $600 for office furniture refinishing. <br />Councilman Rehrer asked City Clerk Ramos if it would be cheaper, or to the City's benefit, to purchase the Word <br />Processing Machine rather than continuing leasing it. <br />Mrs. Ramos replied yes it would certainly be a cost savings over an extended period of time. <br />Councilman Hayes asked if this type of machine can be purchased. <br />Mrs. Ramos said yes the City has a Lease -Purchase type of Agreement, whereby it can apply approximately 65% of the <br />lease costs as credit towards the purchase of the machine. <br />Councilman Rehrer asked what is the total purchase price. <br />Mrs. Ramos replied approximately $5,000. <br />Councilman Gonzales and Councilwoman Cisneros asked if this machine was still satisfactory or was a larger machine <br />needed. <br />City Clerk Ramos replied the machine is fully utilized by her office and the machine has a limited memory capacity, <br />this limits the quantity of typing that can be done for or by other departments, however, the machine is being used <br />by Personnel, the Mayor's and City Manager's offices when time permits and in emergencies. <br />Mrs. Ramos said a full console machine has an unlimited capacity capable of handling all City departments, however, <br />the larger machines begin at purchase price of approximately $8,000. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to tentatively approve the City Clerk's Budget with <br />an additional $3,000 for purchase of the memory typewriter and ask the Clerk to present firm cost figures prior to <br />final review. Unanimous vote. <br />BUDGET: (Preliminary) <br />City Manager <br />City Manager Huffaker introduced his budget saying it included normal merit increases. City Manager Huffaker was <br />asked what the merit increases meant. <br />Mr. Huffaker replied the merit increases are the salary raises granted to employees within the five step salary <br />plan. <br />JUN 219/6 <br />
