<br />Mr. Marsh discussed the bus transportation service, scheduling and routes being operated in Colton, and the new
<br />program that had been started May 3, 1976, and its effect on the bus service in Colton, particularly with Routes 1,
<br />2 and 13.
<br />Mr. Marsh explained that the bus service now consists of 20 trips a day into South Colton, and 40 trips a day
<br />into Colton proper, at a 40 minute frequency. Mr. Marsh stated that due to a mileage increase for these
<br />changes, there will be an increase of slightly over $16,000., which is projected into next year's funding.
<br />Discussion followed regarding the routing and scheduling for bus service, additional costs, and the federal
<br />funding that can be obtained through UMTA Section 5 and SB -325.
<br />Council members felt that the change in bus service was not commensurate with the additional cost, and that
<br />the City of Colton would not be receiving adequate service for the community.
<br />Councilman Gonzales asked if it would be possible to retain the same bus transportation and routing the City
<br />had before, and what the cost might be.
<br />Mr. Marsh answered yes, this would be possible by cutting certain routes back, and the additional cost would
<br />be approximately $16,000.
<br />Mayor Beltran stated that either way, the City will have to spend an additional $16,000., however, to retain
<br />the same bus service that our City had before would be of greater benefit and service to our community.
<br />City Manager Huffaker asked how long will the Section 5 monies be available.
<br />Mr. Marsh answered approximately another five years.
<br />Moved by Councilman Gonzales, seconded by Councilman Hayes, to retain the same bus transportation service
<br />between the City of Colton and the San Bernardino Transit System with regard to routes, schedules, etc., for
<br />an additional cost of approximately $16,000. Vote was unanimous.
<br />Transportation
<br />Dial -A -Ride •
<br />Mr. Frank Gallucci, of SBTS/OMNITRANS, made a presentation to the Council members on a proposed Dial -A -Ride
<br />system for the City of Colton, reviewing Alternates Nos. 1, 2, 3 and 4 for this service.
<br />Mr. Gallucci explained that the service would involve the use of two vehicles, with one spare vehicle, 12
<br />hours per day, 6 days per week, for a total of 7,368 annual operating hours at a rate of $8.00 per hour.
<br />Mr. Gallucci advised the total project cost would be $71,451, with a breakdown as follows:
<br />Annual Cost for Maintenance & Operations $589944.
<br />Administrative Overhead 7,073.
<br />Equipment Cost 53434.
<br />TOTAL
<br />$71,451.
<br />Mr. Gallucci stated that funding for the Dial -A -Ride system can be obtained through UMTA Section 5 and SB -325.
<br />Mayor Beltran stated that the Council members will take these matters into very serious consideration and will
<br />be making a decision at a later date.
<br />Mayor Beltran thanked both Mr. Marsh and Mr. Gallucci for their excellent and informative presentations.
<br />Annual Budget
<br />City Manager Huffaker stated that the Council members have before them this evening a packet containing the
<br />Annual Preliminary Budget, which includes three operating budgets this year.
<br />Mr. Huffaker stated that he would like some kind of direction from the City Council as to setting up hearing
<br />dates for the budget sessions.
<br />Mayor Beltran stated that he will be sending out a memorandum containing suggested hearing dates for the
<br />budget sessions, and this will be discussed at the next regular Council meeting on Tuesday, May 18, 1976.
<br />EXECUTIVE SESSION:
<br />The City Council adjourned to Executive Session at 8:35 p. m., to discuss the Meet and Confer process, and
<br />reconvened at 10:02 p. m., all members present.
