286 <br />Ordinance No. 1496. <br />City Attorney Edwards introduced Ordinance No. 1496 for first reading, advising that this ordinance is an amendment <br />to Ordinance No. 1493, Section 16, and Chapter 6.32 of the Colton Municipal Code, regarding application for licenses <br />for the year 1976 only. <br />Moved by Councilman Gonzales, seconded by Councilwoman Cisneros, to approve first reading of Ordinance No. 1496, <br />and waive further reading. Vote was unanimous. <br />ORDINANCE NO. 1496 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COLTON, AMENDING <br />First Reading) SECTION 16 OF ORDINANCE NO. 1493 AND CHAPTER 6.32 OF THE COLTON <br />MUNICIPAL CODE. <br />ORAL COMMUNICATIONS: <br />Mayor Beltran stated it has been brought to his attention that the City Council has not appointed a representative <br />to SCAG for this year. <br />Mayor Beltran said if there are no objections from the other Council members, he would like to appoint Councilman <br />Hayes as the City's representative to SCAG, with himself as the alternate. <br />Council members were in agreement with Mayor Beltran's appointment. <br />EXECUTIVE SESSION: <br />The City Council adjourned to Executive Session at 9:30 p. m., to discuss Meet and Confer matters, and reconvened <br />at 9:58 p. m., all members present. <br />An.1ni 1PNMFNT <br />Moved by Councilman Hayes, seconded by Councilman Gonzales, Mayor Beltran adjourned the meeting at 10:00 p. m., to <br />meet for an Adjourned Regular Meeting on Monday, May 24, 1976, at 7:30 p. m., in the Council Chambers. <br />Approved this day of , 1976. <br />Mayor <br />HELEN A. RAMOS <br />City Clerk <br />City of Colton <br />* * * * * * * * * * * * * * * * <br />ADJOURNED COUNCIL MEETING <br />May 24, 1976 <br />In accordance with notice duly and legally given, an Adjourned Regular Meeting of the City Council of the City of <br />Colton was held on the above given date at 7:30 p. m., in the Council Chambers of City Hall, Mayor Beltran presiding. <br />Rni i rAi i <br />Council members present were Hayes, Cisneros, Rehrer, Gonzales, and Mayor Beltran. Also present were City <br />Manager Huffaker, City Attorney Edwards, and City Clerk Ramos. <br />Ordinance No. 1496. <br />Mayor Beltran introduced Ordinance No. 1496 for second reading; stating this amends Section 16 of Ordinance <br />No. 1493 and Chapter 6.32 of the Colton Municipal Code, relating to the sale of fireworks. <br />Mayor Beltran asked if there were any questions. <br />Councilman Rehrer stated that in his opinion the granting of licenses to predetermined parties is prejudicial. <br />Mr. Tom Moore, Mr. Dan Cross and Mrs. Cathy Pitts, spoke against designating who would receive licenses this <br />first year. <br />Mrs. Martha Castro and Mr. Al Canino spoke in favor of granting the licenses to the five organizations who had <br />originally petitioned the City Council to initiate and approve the sale of fireworks in the City of Colton. <br />Council discussion followed. <br />Moved by Councilman Gonzales, seconded by Councilwoman Cisneros, to waive further reading and adopt Ordinance <br />No. 1496. Upon Roll Call, the vote was: <br />AYES: Three, Beltran, Cisneros, Gonzales <br />NOES: Two, Hayes, Rehrer <br />ABSENT: None <br />Motion carried. <br />Study Session <br />The time being 7:53 p. m., Mayro Beltran announced that the City Council would continue its meeting in the <br />adjoining Conference Room to facilitate Staff's presentation on the City's Utility Rates. <br />Fees <br />Proposed Utility Rate Increases <br />City Manager Huffaker read his memorandum "Proposed Utility Rate Increases", explaining the financial condition <br />of the Water Utility, Sewer Collection and Treatment, and Refuse Collection. <br />MAy Z 41976 <br />
