03 3 6 <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to approve the Consent Calendar. Vote was unanimous. <br />MAYOR'S REPORTS AND PROCLAMATIONS: <br />Awards/Commendation <br />Mr. John Larimer, Post Adjutant, and Mr. Edmundo Ramirez, Commander, of the V.F.W. Hendrickson -Whitfield Post 6476, <br />read letters of Commendation honoring the Colton Police Department and Police Chief Phil Elliott, for their dedicated <br />service and assistance to our community. <br />Mayor Beltran presented both letters to Police Chief Elliott and congratulated him. <br />Ordinance No. 1499. <br />-'First Reading) <br />Mayor Beltran stated that, with the Council's permission, he would like to deviate from the Agenda at this time and <br />consider Item No. 23, first reading of Ordinance No. 1499, which concerns allowing Bingo Games in the City of <br />Colton for the benefit of Charitable Organizations. <br />Mayor Beltran suggested that this item be tabled until the next regular Council meeting, because the Council Members <br />have not had sufficient time to study this matter or the proposed ordinance. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to table first reading of Ordinance No. 1499 until the <br />next regular Council Meeting. Vote was unanimous. <br />Bicentennial Rug. <br />Mayor Beltran acknowledged the beautiful Bicentennial rug on display in the Council Chambers, which was presented <br />to the City by Mr. Charles W. Kuhn of Action Floor Covering in San Bernardino. <br />Mayor Beltran stated that he, the Council Members and City are grateful to Mr. Kuhn for this attractive exhibit, <br />depicting our Bicentennial year. <br />PUBLIC HEARINGS: <br />Personnel <br />Computer Operator <br />Mayor Beltran declared the Public Hearing open. <br />Personnel Officer Huffaker submitted the Affidavit of Posting and reported that no protests or objections had been <br />received. <br />Mr. Huffaker reported from his memorandum regarding an amendment to the Pay and Classification Plan of the City's <br />Personnel Rules and Regulations, to add the position of Computer Operator at a salary range of 19, $827 to $971 <br />monthly, Steps A through E. <br />Mr. Huffaker concluded that if the Council concurs with the specifications as outlined and the proposed salary <br />range, Staff would recommend approval of Resolution No. 3622. <br />Mayor Beltran asked if anyone desired to be heard on this matter. <br />Moved by Councilman Gonzales, seconded by Councilman Rehrer, to terminate the Public Hearing. Vote was unanimous. <br />Moved by Councilman Hayes, seconded by Councilman Gonzales, to approve Resolution No. 3622. Vote was unanimous. <br />RESOLUTION NO. 3622 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AMENDING THE PAY AND CLASSIFICATION PLAN. <br />Legislation <br />Conflict of Interest Code <br />Mayor Beltran declared the Public Hearing open. <br />City Attorney Edwards submitted the Affidavit of Publication and reported that no protests or objections had been <br />received. <br />City Attorney Edwards stated the purpose for the Public Hearing this evening is for consideration and adoption of a <br />Conflict of Interest Code for the City of Colton, the Mayor, Council Members and City Manager, pursuant to the <br />Political Reform Act of 1974 and in compliance with Section 87300 of the Government Code. <br />Mr. Edwards continued that City Clerk Ramos has forwarded pertinent data and materials relating to the Conflict of <br />Interest Code to the City Council and designated agencies, as outlined in Resolution No. 3619, and the City Council <br />must now prepare and adopt a Conflict of Interest Code and submit it to the Fair Political Practices Commission no <br />later than September 10, 1976. <br />Mr. Edwards concluded he would recommend approval of Resolution No. 3623, adopting the required Conflict of Interest <br />Code. <br />Mayor Beltran asked if anyone had any questions or comments to make. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to terminate the Public Hearing. Vote was unanimous. <br />Moved by Councilman Rehrer, seconded by Councilman Gonzales, to approve Resolution No. 3623. Vote was unanimous. <br />RESOLUTION NO. <br />CORRESPONDENCE: <br />irAA f Weed Abatement <br />City Manager Huffaker referred to two letters received with regard to Notice of Assessment for Weed Abatement and <br />appeals for charges involved. <br />3623 - RESOLUTION OF THE COUNCIL OF THE CITY OF COLTON ADOPTING A <br />CONFLICT OF INTEREST CODE APPLICABLE TO THE MAYOR, MEMBERS <br />OF THE CITY COUNCIL AND THE CITY MANAGER, PURSUANT TO THE <br />POLITICAL REFORM ACT OF 1974. <br />Mr. Huffaker advised the letters were from Mr. Ray E. Dahlstrom, for Philip Dahlstrom, of San Bernardino, and from <br />Mr. Frank M. Guzik, Jr., of Rialto. <br />Mr. Huffaker stated that the Public Hearing on the costs for weed abatement for this year had been advertised and <br />
