MAYOR'S REPORTS AND PROCLAMATIONS: Awards/Commendation Mr. John Larimer, Post Adjutant, and Mr. Edmundo Ramirez, Commander, of the V.F.W. Hendrickson -Whitfield Post 6476, read letters of Commendation honoring the Colton Police Department and Police Chief Phil Elliott, for their dedicated service and assistance to our community. Mayor Beltran presented both letters to Police Chief Elliott and congratulated him. Ordinance No. 1499. -'First Reading) Mayor Beltran stated that, with the Council's permission, he would like to deviate from the Agenda at this time and consider Item No. 23, first reading of Ordinance No. 1499, which concerns allowing Bingo Games in the City of Colton for the benefit of Charitable Organizations. Mayor Beltran suggested that this item be tabled until the next regular Council meeting, because the Council Members have not had sufficient time to study this matter or the proposed ordinance. Moved by Councilman Rehrer, seconded by Councilman Hayes, to table first reading of Ordinance No. 1499 until the next regular Council Meeting. Vote was unanimous. Bicentennial Rug. Mayor Beltran acknowledged the beautiful Bicentennial rug on display in the Council Chambers, which was presented to the City by Mr. Charles W. Kuhn of Action Floor Covering in San Bernardino. Mayor Beltran stated that he, the Council Members and City are grateful to Mr. Kuhn for this attractive exhibit, depicting our Bicentennial year. PUBLIC HEARINGS: Personnel Computer Operator Mayor Beltran declared the Public Hearing open. Personnel Officer Huffaker submitted the Affidavit of Posting and reported that no protests or objections had been received. Mr. Huffaker reported from his memorandum regarding an amendment to the Pay and Classification Plan of the City's Personnel Rules and Regulations, to add the position of Computer Operator at a salary range of 19, $827 to $971 monthly, Steps A through E. Mr. Huffaker concluded that if the Council concurs with the specifications as outlined and the proposed salary range, Staff would recommend approval of Resolution No. 3622. Mayor Beltran asked if anyone desired to be heard on this matter. Moved by Councilman Gonzales, seconded by Councilman Rehrer, to terminate the Public Hearing. Vote was unanimous. RESOLUTION NO. 3622 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AMENDING THE PAY AND CLASSIFICATION PLAN. Legislation Conflict of Interest Code Mayor Beltran declared the Public Hearing open. City Attorney Edwards submitted the Affidavit of Publication and reported that no protests or objections had been received. City Attorney Edwards stated the purpose for the Public Hearing this evening is for consideration and adoption of a Conflict of Interest Code for the City of Colton, the Mayor, Council Members and City Manager, pursuant to the Political Reform Act of 1974 and in compliance with Section 87300 of the Government Code. Mr. Edwards continued that City Clerk Ramos has forwarded pertinent data and materials relating to the Conflict of Interest Code to the City Council and designated agencies, as outlined in Resolution No. 3619, and the City Council must now prepare and adopt a Conflict of Interest Code and submit it to the Fair Political Practices Commission no later than September 10, 1976. Mr. Edwards concluded he would recommend approval of Resolution No. 3623, adopting the required Conflict of Interest Code. Mayor Beltran asked if anyone had any questions or comments to make.
