Vote was unanimous. <br />PUBLIC HEARINGS: <br />Weed Abatement <br />Mayor Beltran declared the Public Hearing open. <br />City Clerk Ramos submitted the affidavits of posting and mailing and advised that no objections or protests <br />had been received. <br />Community Services Director Earl Young reported from his memorandum dated June 25, 1976, regarding costs for <br />each parcel involved and the total cost of the weed abatement program for this year. <br />Mayor Beltran asked if anyone in the audience desired to be heard. <br />Moved by Councilman Rehrer, seconded by Councilman Gonzales, to terminate the Public Hearing. Vote was unanimous. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve Resolution No. 3615. Vote was unanimous. <br />RESOLUTION NO. 3615 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, CONFIRM— <br />ING THE REPORT OF THE STREET SUPERINTENDENT ON THE COST OF <br />ABATING NUISANCE. <br />CORRESPONDENCE: <br />Transportation <br />Taxi Cab rate increase <br />Mayor Beltran advised a letter has been received from Mr. Art Parlas, of the Yellow Cab Company, requesting an <br />increase in rates for taxi cab service, and that this matter has been taken care of. <br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />Conditional Use Permit <br />Planning Commission Resolution No. 807 <br />Planning Director George Williams advised that Planning Commission Resolution No. 807 involves a Conditional <br />Use Permit application requested by Bayce Enterprises, to establish an 88 unit apartment complex on a 3.57 <br />acre site in an R-34 zone, located on Washington Street, between Center Drive and Walin Street. <br />Mr. Williams reported that the Planning Commission held a Public Hearing on this matter June 22, 1976, and <br />recommend approval of the Conditional Use Permit, subject to twelve conditions as outlined in the Resolution. <br />Mr. Dick Huddleson, 3855 Pacific Coast Highway, Torrance, stated he is the architect for this project, and if <br />any of the Council members have any questions, he will try to answer them. <br />Mayor Beltran asked if he and the applicants concerned are aware of the twelve conditions as stated, and are <br />in agreement with them. <br />Mr. Huddleson replied yes, they are aware and in agreement. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to approve Planning Commission Resolution No. <br />807. Vote was unanimous. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Community Services <br />Proposed Utility Rate Increases <br />City Manager Huffaker advised that the City Council and Staff, at previous meetings, have taken into consideration <br />and study, the proposed rate increases for water, sewer collection and treatment, and refuse collection. <br />Mr. Huffaker continued it is proposed the water rates be increased to $.25 per 100 cubic feet for the first <br />100,000 cubic feet of water and $.22 thereafter, and the monthly minimum charge be increased to $1.50; the <br />sewer collection and treatment be increased to $5.55 per month; and the refuse collection be increased to <br />$4.00 per month, or in lieu of a rate increase two alternatives be considered - once a week pick up allowing <br />refuse to be picked up in alleys; or, once a week pick up, one man operation with no alley pick ups. <br />Mr. Huffaker then read portions of a report outlining previous City policies and costs involved for the operation <br />of these utilities, and stated that should the Council elect to continue to operate the utilities at their <br />present rates, it would result in a City-wide deficit of approximately $453,000, ending fiscal year 1976-77. <br />Mr. Huffaker advised that the City reserves of $1.2 million would then have to be used to subsidize the water <br />utility, sewer collection and treatment, and refuse collection leaving approximately $780,000 for such contingencies <br />as future inflation and utility plant and equipment replacement. <br />Mr. Huffaker concluded based on these factors, it is estimated that within the short span of approximately 2% <br />years the City would be at the point of deficit financing, and deficit financing simply means that the City <br />would be forced to borrow money to repay money, which is financially unsound. <br />Mr. Huffaker stated that if Council concurs with the proposed rate increases as outlined, it is recommended <br />the following resolutions be adopted - Resolution No. 3608, Water; Resolution No. 3609, Sewer Collection and <br />Treatment; and Resolution No. 3610, Refuse Collection. <br />Councilman Rehrer felt that the proposed increase for refuse collection was not too bad, however, the rate <br />increases for water and sewer were too high. Mr. Rehrer said that people with a low income will not be able <br />to afford this kind of an increase. <br />Councilman Rehrer asked if the monies from the Grand Terrace sewer hookup could be included in the budget to <br />off -set these utility increases. <br />City Manager Huffaker replied these monies are reflected in the General Fund and are part of the budget. <br />JUL 61976 <br />
