Mr. Huffaker advised that a resolution has been prepared, amending Resolution No. 3072, raising the cost for services
<br />rendered in our City to coincide with the fees being charged by the City of San Bernardino.
<br />Mr. Huffaker concluded if the Council concurs, it would be in order to authorize the Mayor to sign the agreement
<br />with the City of San Bernardino and adopt the resolution.
<br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to approve Resolution No. 3618. Vote was unanimous.

<br />Pay and Classification Plan
<br />Mr. Huffaker requested that a public hearing be set for Tuesday, July 20, 1976, at 7:30 p. m., to amend the
<br />Pay and Classification Plan for the City of Colton, regarding the job description of Equipment Mechanic Foreman.
<br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, setting the public hearing date of Tuesday,
<br />July 20, 1976, at 7:30 p. m., to amend the Pay and Classification Plan of the City of Colton. Vote was unanimous.
<br />Governmental Agencies
<br />Tri -County Council on Criminal Justice
<br />Mr. Huffaker referred to a letter dated June 24, 1976, from W. R. "Bob" Holcomb, Council Chairman of the Tri -
<br />County Council on Criminal Justice, advising of revisions in the Council By -Laws to include changes in State
<br />law which effect the Regional Criminal Justice Planning Boards members.
<br />Mr. Huffaker advised that a resolution has been prepared which indicates the City of Colton's approval of the
<br />revisions and reorganization of Tri -County Council on Criminal Justice, and if Council concurs, Staff recommends
<br />adoption of the resolution.

<br />Street Division
<br />Street Sweeping Program
<br />Mr. Huffaker read his memorandum regarding consideration of altering the City's street sweeping program, which
<br />would entail the reduction in service from once a week residential street sweeping to once every two weeks,
<br />and would result in a savings of approximately $15,000 in salary this year and approximately $57,350 next
<br />year.
<br />Mr. Huffaker said Staff recommends that this change in the street sweeping program be initiated for a six
<br />month trial period and re-evaluate the program at the end of this experimental period.
<br />Councilman Gonzales felt that this matter should be referred back to the Budget Sessions for further discussion
<br />and study.
<br />Council members were in agreement with the suggestion made by Councilman Gonzales.
<br />Boards and Commissions
<br />Civil Service Board
<br />Mr. Huffaker referred to a memorandum dated June 29, 1976, from Neale Adair, Chairman of the Civil Service
<br />Board, regarding an Appeal Hearing held on June 23, 1976, on behalf of Officer Francis Sullivan, advising the
<br />City Council of the Board's findings and recommendations, which were that the action taken by his superiors
<br />was justified and the Appeal was unanimously denied.
<br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to ratify the action taken by the Civil Service
<br />Board regarding Appeal of Officer Francis Sullivan. Vote was unanimous.
<br />Insurance
<br />Calvert -Belden Insurance
<br />Mr. Huffaker reported on a letter received from Mr. Blair Belden, of Calvert -Belden Insurance Agency, dated
<br />July 1, 1976, together with a statement indicating an additional charge of $1,996.50, to cover California
<br />Premium Tax and Stamping Fee, which will have to be added to the Budget for Insurance.
<br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, approving addition to Insurance Budget in the
<br />amount of $1,996.50, to cover California Premium Tax and Stamping Fee. Vote was unanimous.
<br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS:

<br />City Attorney Edwards introduced Ordinance No. 1497 for second reading, reading it as to number and title
<br />only.
<br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to waive further reading of Ordinance No. 1497.
