COUNCIL MEETING
<br />March 2, 1976
<br />A regular meeting of the City Council of the City of Colton was held on the above given date at 7:30 p. m., in the
<br />Council Chambers of City Hall, Mayor Huntoon presiding.
<br />Mayor Huntoon led the group in the Pledge of Allegiance to the Flag.
<br />Invocation was offered by the Reverend Virgil Rayborn of the Church of the Nazarene.

<br />Council members present were Hayes, Spragins, Rehrer, Gonzales, and Mayor Huntoon. Also present were City Manager
<br />Huffaker City Attorney Edwards, and Deputy City Clerk Veralrud.

<br />Moved by Councilman Rehrer, seconded by Councilman Gonzales, to approve the Consent Calendar. Vote was unanimous.
<br />MAYOR'S REPORTS AND PROCLAMATIONS:
<br />Library Board
<br />Mayor Huntoon read a letter from the Board of Trustees of the Colton Public Library advising that Dr. J. J. H.
<br />Smith has submitted his resignation from the Board.
<br />The letter also indicated two other persons that have expressed their willingness to serve on the board , however,
<br />no action was taken by the Council members at this time.
<br />Paramedic Program
<br />Mayor Huntoon read a letter from Dr. Robert N. Williams, President of the San Bernardino County Heart Association,
<br />commending the City of Colton for its fine Paramedic Program and the ongoing Blood Pressure Screening program.
<br />Proclamation
<br />Mayor Huntoon read in full a Proclamation honoring American Field Service Day to be held on Monday, March 8, 1976.
<br />The Proclamation was presented to Mrs. Viola Medrano.
<br />CORRESPONDENCE:
<br />American Flag
<br />City Manager Huffaker referred to his memorandum dated February 26, 1976, regarding the new American Flag in our
<br />Council Chambers, which had been presented to the City by Congressman George E. Brown, Jr.
<br />This flag had been flown over the United States Capitol on February 18, 1976.
<br />Community Services/Refuse Division
<br />City Manager Huffaker referred to a letter dated February 19, 1976, from the County Public Works Agency, Refuse
<br />Disposal Division, and also a memorandum from Earl Young, Director of Community Services, regarding adoption of a
<br />resolution approving the Solid Waste Management Master Plan.
<br />Mr. Huffaker advised that the City had approved the Master Plan by our Resolution No. 3532, dated August 5, 19755
<br />however, there have been some changes made since then, and another resolution is necessary to approve the changes.
<br />Moved by Councilwoman Spragins, seconded by Councilman Rehrer, to approve Resolution No. 3580. Vote was unanimous.
<br />RESOLUTION NO. 3580 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON CLARIFYING
<br />AND REAFFIRMING THE SOLID WASTE MANAGEMENT PLAN FOR THE COUNTY
<br />OF SAN BERNARDINO.
<br />Bicentennial Committee
<br />Councilman Rehrer read his memorandum dated February 26, 1976, requesting to close off F Street, from La Cadena
<br />Drive to 7th Street, on April 6, 1976, during the hours of 7:00 a.m. to 10:00 p.m., when the United States Department
<br />of Defense will exhibit their Bicentennail Caravan in Colton.
<br />Mr. Rehrer said that everyone is invited to attend this exhibit.
<br />Moved by Councilman Gonzales, seconded by Councilman Hayes, approving request to close off F Street, from La Cadena
<br />Drive to 7th Street, April 6, 1976, from 7:00 a.m. to 10:00 p.m. Vote was unanimous.
<br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS:
<br />Conditional Use Permit
<br />Planning Director Williams advised that the Conditional Use Permit application, requested by Robert L. Henley, to
<br />establish the use of a raquetball/handball club in a C-2 zone on property located at 22980 Washington Street, was
<br />approved by Resolution No. 799, subject to five conditions. Mr. Williams read the five conditions to the Council
<br />members.
<br />Councilman Rehrer questioned the matter of the proposed parking lot being built on the State Aqueduct's easement.
<br />Mr. Williams said that Staff has been in contact with the California Water Resources Department regarding their
<br />easement and the applicant's proposed parking lot, and this matter is being worked out satisfactorily.
