349 <br />(Bingo Games). Mr. Huffaker stated staff has considered the amount to be charged for the annual license fee and <br />would recommend the fee of $100 per license. <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to approve Resolution No. 3637. Unanimous vote. <br />RESOLUTION NO. 3637 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON <br />ESTABLISHING A LICENSE FEE FOR THE CONDUCT OF BINGO <br />GAMES. <br />City Attorney Edwards reported that with regard to the Bingo Ordinance No. 1499 a question has been raised concerning <br />those sections of the ordinance that deals with organizations (applicants) holding bingo games on "property owned or leased" <br />by said applicants. Mr. Edwards said he wanted to make sure the Council is aware that this is incorporated in the <br />ordinance. <br />Discussion followed. <br />On Council consensus City Attorney Edwards was instructed to reword the ordinance so that organizations not owning <br />or leasing their own property would be able to conduct bingo games by meeting all other requirements of the ordinance. <br />FI FrTRTf <br />R.W. Beck Engineering Services <br />City Manager Huffaker reported from his memorandum entitled "Engineering Services for Colton Substation" saying the <br />Electric Utility Director is requesting permission to enter into an agreement with R.W. Beck and Associates <br />to engineer the City's substation addition as approved in the 1976-77 Budgot in the amount of $12,000. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to authorize entering into an agreement with R. W. Beck <br />and Associates in the amount of $12,000 for Colton Electric Substation engineering services. Unanimous vote. <br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: <br />Ordinance No. 1499 <br />City Attorney Edwards explained that the following corrections should be made to Ordinance No. 1499 as per Council's <br />previous direction: <br />Line 25, Page 2 - the words "owned or leased" should be stricken. <br />Line 32, Page 5 - the words "owned or leased by it" should be stricken. <br />Mr. Edwards the ordinance would still read and require that the bingo games would have to be conducted at the place <br />that is normally used by the organizations in their normal course of business. <br />City Attorney Edwards read Ordinance No. 1499 by title and number. <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to waive further reading of Ordinance No. 1499. <br />Unanimous vote. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to approve Ordinance No. 1499 as corrected. Unanimous <br />vote. <br />ORDINANCE NO. 1499 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COLTON <br />AMENDING CHAPTER 9.12 AND ADDING CHAPTER 9.13 OF THE <br />COLTON MUNICIPAL CODE ENACTED UNDER SECTION 19 OF ARTICLE <br />IV OF THE STATE CONSTITUTION ALLOWING BINGO GAMES IN THE <br />CITY FOR BENEFIT OF CHARITABLE ORGANIZATIONS. <br />Ordinance No. 1501 <br />City Attorney Edwards read the title and number of Ordinance No. 1501 saying this was the second reading. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to waive further reading of the ordinance and to <br />approve <br />Ordinance No. 1501. Unanimous vote. <br />ORDINANCE NO. 1501 - AN ORDINANCE OF THE CITY OF COLTON, ADOPTING BY REFERENCE <br />THE "UNIFORM PLUMBING CODE, 1976 EDITION", PROVIDING FOR <br />AND GOVERNING THE INSTALLATION OF PLUMBING WITHIN THE CITY <br />OF COLTON. <br />Resolution No. 3638 <br />City Attorney Edwards reported that some time back, the City Council had amended the Colton Municipal Code <br />to <br />update the bond amounts required to be filed by the City Clerk and City Treasurer. Mr. Edwards said he is <br />recommending <br />that these amounts be set at forty-five thousand dollars ($45,000) for the City Treasurer and five thousand <br />dollars <br />($5,000) for the City Clerk. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to approve Resolution No. 3638. Unanimous <br />vote. <br />RESOLUTION NO. 3638 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON <br />FIXING BOND AMOUNTS FOR THE CITY CLERK AND CITY TREASURER. <br />CLAIMS <br />City Attorney Edwards presented the claims of Standard Mortgage Company, Inc. which occurred prior to July 1, 1976 <br />and was referred to our previous insurance carrier and that of Joe Chavez, which occurred after July 1, 1976, and has <br />been reviewed by R. L. Kautz. <br />Discussion followed. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to deny the claims of Standard Mortgage Company, <br />Inc. and Joe Chavez. Unanimous vote. <br />ORAL COMMUNICATIONS: <br />Mr. Frank Smith, 270 West F Street, Colton, inquired about the status of his complaints with regard to the railroad <br />and the Kelley Hal Grain and Milling, Inc. <br />Mayor Pro Tem Gonzales replied that Mayor Beltran was personally handling those complaints and he would be present <br />at the next regular meeting. <br />Mr. E.
