41-1 <br />Mr. Huffaker said he believes up dated remodeling cost estimates would be available in about two weeks. <br />Council stated that it would be interested in looking at the remodeling costs for budget study and in particular <br />those things that can be done for the handicapped. <br />Mayor Beltran reported on a meeting held with County representatives regarding the feasibility of the Justice <br />Court expanding its facilities at the Civic Center Complex. Mayor Beltran stated he had informed the Countyper- <br />sonnel he met with, that the City of Colton is the only City in the County of San Bernardino that does not have a <br />County building within its City limits. <br />Discussion followed on County Library Service versus City Library Service. <br />Mayor Beltran stated he personally felt that the City should not retain under its control anything that created <br />a deficit and has to be subsidized. <br />Councilman Rehrer commented on changes in the administration and employee structure of the City that might aid <br />various deficits. <br />BUDGET: <br />Revenue Sharing <br />Mr. Huffaker said the key issue is the discussion on the possible uses of Revenue Sharing. Mr. Huffaker said Staff <br />will need some guidance on the use of Revenue Sharing monies, in terms of final budget preparation. <br />City Manager Huffaker said in the past, Council's direction has been to use Revenue Sharing for Capital Improvement <br />Projects and not in programs, this year, we are going to be faced with a problem. Mr. Huffaker asked the Council if <br />they wanted to continue in the same direction for use of Revenue Sharing or does the Council want to think in <br />terms of putting Revenue Sharing into on-going programs? Mr. Huffaker stated Staff definitely needs some direction, <br />particularly in rela-tion to items 7 and 8 on tonights agenda. (7. Landscaping, furnishing and operation of new <br />MultiPurpose Center. 8. Landscaping, furnishing and operation of new Community Center) <br />Mayor Beltran felt that more study was going to be needed on Revenue Sharing as it relates to items 7 and 8. <br />Mr. Huffaker said if the Council decides to continue the existing Revenue Sharing policy and carrying on and <br />maintain the new programs as a result of items 7 and 8, funds existing funds will have to be severely 8;tr(�chted and <br />this may be an 'impossibility. <br />Mayor Beltran stated he felt a shift of Revenue Sharing from Capital Improvements to Community Centers would need <br />to be made, but at the same time, he would like to see how we will be able to displace our people. The Mayor <br />said, for instance, where is the Recreation Director going to be housed, is the County going to continue with the <br />operation of the Multi -Purpose Center as it exists now, where is the Community Development Coordinator going to be <br />housed, can these people play dual roles? The Mayor then said, if the Council can come up with answers to these <br />questions, then it can better look at item 9, City Hall Expansion. <br />City Manager Huffaker reported the Environmental Assessments Reports for both centers were prepared by the Planning <br />Department. Mr. Huffaker also reported on possible IMA Funds and participating as employer for the School District <br />under the CETA Program. <br />Mr. Huffaker said in addition to the problem of staffing the centers, the centers will need to be furnished and <br />also landscaped. The City Manager said the land-scaping can be paid out of the Housing Community Development <br />Act, however, it is not now included in our application, but the application could be amended to include landscaping. <br />Discussion followed on various ways of furnishing tht-A centers. Mr. Gary Mitchell,, Planning Associate reported <br />that the architect will most likely be supplying the City with a color theme for the centers. <br />Mr. Huffaker reported the City has received $55,000 in Antirecessionary monies, and will receive about $85,000 <br />this year, however, these monies are for one time projects or programs and the guidelines for allowable expenditures of these <br />funds are not yet clear. Mr. Huffaker said the Council will have to hold a hearing on these funds, as well as, on <br />Revenue Sharing. <br />Discussion of the pool operation followed. <br />City Manager Huffaker asked if the Council would be opposed to using Revenue Sharing in the General Fund in normal <br />operation of the City, or would it rather not, but if that is alternative then this would be considered? <br />Mayor Beltran reported that the County of San Bernardino is unique in that it is possibily the only County who <br />does not share its Revenue Sharing monety with its cities. The Mayor said, the County's past policy has been <br />not to expend any of its Revenue Sharing monies on Social Services and further, he does not know of any City who <br />has ever approached the County with regards to the County sharings its Revenue Sharing money. Mayor Beltran <br />suggested the City of Colton could very well request that the County allocate a portion of County Revenue Sharing <br />for use at our community centers. <br />On Council consensus the Mayor was authorized to petition the County Board of Supervisors for a portion of Revenue <br />Sharing allocated to San Bernardino County for use at the Community Centers. <br />The following consensus was reached by the City Council: <br />Furnishings at both Centers - 1. Petition the local service clubs for contributions, supplement this with Revenue <br />Sharing. 2. Use Revenue Sharing. <br />Landscaping - 1. Review construction bids for possible cost savings ability to use portion of contingency funds. <br />2. Look at amendment of 3rd Year Housing Plan Application. 3. Use of Revenue Sharing. <br />Councilman Gonzales was opposed to amending the 3rd year Housing Application. <br />Discussion followed. Mayor Beltran stated he did not concur with the manning of the Multi -Purpose Center as <br />submitted in the proposal. <br />CIVIC CENTER: <br />City Manager Huffaker reported there has been some City Hall expansion and there will continue to be some, most <br />likely in the area around Engineering/Community Services. <br />EXECUTIVE SFSSTnN- <br />Council adjourned to Executive Session at 10:25 p.m. on request of City Manager Huffaker to discuss personnel. <br />The City Council reconvened at 10:44 p.m., all members present. <br />
